Job Description

The EIB, the European Union's bank, is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM), at its headquarters in Luxembourg, the Director General*. This position is based at our Luxembourg headquarters and requires regular office presence. The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

The role provides strategic leadership and operational oversight for the Portfolio Management and Monitoring Directorate. This position champions strategic foresight, deep understanding of institutional priorities and trusted relationships with internal and external stakeholders to achieve long-term objectives. This role ensures the effective management of counterparties, financial contracts, transaction events, and middle office operations, safeguarding the organization’s financial interests and reputation. The Head of PMM drives alignment with best practices, regulatory requirements, and the organization’s mission, while fostering a culture of compliance, risk awareness, and operational excellence across all PMM departments.

Specific Post Environment

The European Investment Bank (EIB) Group is the financial arm of the European Union, comprising the EIB and the European Investment Fund (EIF). The Group is the world’s largest multilateral lender and borrower, financing projects that advance EU policy objectives such as climate action, innovation, and social cohesion. The organization employs approximately 4,400 staff for the Bank and approximately 735 staff for the Fund in 58 offices worldwide, reflecting its global reach and ability to mobilize investment across continents while maintaining a strong focus on EU Member States, which account for about 90% of its lending activity.

The Portfolio Management and Monitoring Directorate (PMM) is actively managing the stock of signed operations in close cooperation with clients and other services of the Bank. The directorate monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions in order to protect the EIB's financial interests and reputation. The responsibilities include counterparties’ credit assessment, finance contracts’ event resolution, integrity compliance monitoring and portfolio-wide reviews and dynamic management.

The Directorate is responsible for the Active Management, Monitoring, Event Resolution, Divestment and Restructuring of (i) EU and non-EU debt counterparts, (ii) all finance products, including loans, guarantees, structured products, equity funds, equity-type and subordinated instruments after disbursement/investment or signature, as applicable (iii) EU and non -EU private sector distressed transactions.

The Directorate also comprises the Joint Middle Office responsible for timely disbursement processing in the first Line of Defense, management of collateral and intermediated lending products and guarantees, the KYC/compliance function and post-disbursement event-processing and monitoring support.

Operating Network

You will report to the President and will be managing a Directorate with, at present, approximately 400 direct and indirect reports.

Accountabilities

  • Demonstrate pro-active strategic outlook, maintain a comprehensive understanding of institutional priorities, and cultivate trusted relationships with both internal and external stakeholders to secure long-term goals.
  • Define, develop, and implement a vision and strategy, for the short, medium, and long term for the various business areas of the PMM Directorate, ensuring alignment with regulatory frameworks as well as seamless relations within the first Line of Defense and in support of the EIBG mission and Corporate Objectives, creating synergies and alignment with corresponding EIF services as relevant.
  • Contribute to the development, upgrade and implementation of policies and procedures pertaining to the management and monitoring of the Bank’s financial assets under PMM responsibility.
  • Participate in the formulation of the overall strategic direction of the Bank, alerting EIB Governing Bodies of developments in the external environment or internal organization which may have an impact on Group Corporate Objectives and risk profile.
  • Full responsibility for decision-making to ensure conformity with applicable Best Banking Practices and EIB policies as well as their necessary evolution.
  • Delegate and empower the execution of key area processes to the appropriate managerial or executive level.
  • Represent the Directorate towards, and maintain constructive relationships with, the different Governing Bodies as well as key external stakeholders.
  • Ensure that staff within PMM have the right competencies, objectives, and motivation to implement the Directorate’s strategy and the different operational plans/roadmaps and deliver the desired results.
  • Foster a culture that supports respect in line with EIB’s dignity at work policy, empowerment and accountability allowing staff to grow in their current positions and prepare for future roles and challenges.
  • Establish and manage the resources and means to efficiently implement the strategy throughout the directorate and the Bank, through sound organizational structure and KPIs, capacity planning and cost management, and staff resource management.

Qualifications & Experience

  • University degree (preferably a Master in e.g Economics, Finance, Mathematics or similar).
  • At least 15 years of relevant professional experience, including in-depth experience and a very strong understanding of any of the following areas: banking, finance including extensive experience in risk structuring and policy development, or in credit/financial analysis.
  • At least 10 years in a managerial function, including multidisciplinary and large teams.
  • A good knowledge of Credit Risk Policy, loan grading and loan restructuring and/or equity products is essential.
  • Strong track-record in leading, motivating and supporting highly qualified staff, and demonstrated ability to work in a complex, consensus-driven, multi-cultural and multi-stakeholder environment.
  • Critical thinking and clarity of vision, awareness for business and political sensitivities and sound judgement; openness to innovation and ability to support and manage change.
  • Excellent communication skills both written and verbal and public speaking skills.
  • Fluency in English both written and spoken. Knowledge of other EU languages would be an advantage.
