Job Description

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Digital Transformation & Innovation Department (DTI), Business Relationship Division (BR), Change Management Programme Unit (CMP) at its headquarters in Luxembourg, a Senior Head of Change Management Programme Unit*.

This is a full-time position at grade 6 for which the EIB offers a permanent contract.

Purpose

In this role, you will set the vision and strategic direction for a Group‑wide approach to organisational change, ensuring consistent adoption practices, harmonised methodologies and sustainable value realisation across EIB Group transformation programmes, underpinned by a coherent Enterprise Change Management framework.

The purpose of this position is to shape the direction and identity of the newly transformed Change Management Programme Unit, fostering cohesion, knowledge sharing and a climate of trust to strengthen collective capabilities and professional expertise.

Through the design and implementation of a federated Change Management model, and in close cooperation with the Business, the role enables shared ownership and accountability while ensuring alignment with Group‑wide standards. Close collaboration with business users is essential to ensure effective upskilling.

Operating Network

You will report to the Head of Business Relationship Division and works closely with other Heads of Unit of the Division and Department.

The unit supports all Directorates in applying consistent change practices across major transformation efforts.

Accountabilities

  • Define, maintain and deploy an Enterprise Change Management framework, including standards, methodologies and governance mechanisms, to support consistent adoption across major transformation programmes.
  • Lead and empower the team by setting clear objectives, developing skills, motivating staff, conducting performance management processes, organising and supervising unit activities to ensure timely delivery, fostering effective cooperation within the Unit and across the Directorate, and ensuring consistent information‑sharing within the Unit and Division.
  • Build and lead the design, coordination and implementation of structured change management approaches, delivered through a federated Change Management model, across major transformation programmes.
  • Drive adoption readiness assessments and lead structured communications, training and stakeholder engagement plans to support behavioral and cultural change.
  • Implement the strategy underpinning the digital transformation across the EIB Group.
  • Integrate change management components from the earliest project stages to ensure adoption, communication, training and stakeholder engagement.
  • Partner with Business, delivery teams and communication experts to optimise transformation outcomes.
  • Strengthen frameworks, methodologies and tools supporting organisational change.
  • Elaborate the strategy for EIB activities within the Unit.
  • Foster continuous learning, collaboration and teamwork; lead and mentor a high performing team; recruit, develop and retain diverse, skilled staff.
  • Collaborate with stakeholders to capture Change Management needs and ensure alignment across directorates.
  • Identify and ensure implementation of opportunities for continuous upskilling of EIBG users including digitalisation, automation and AI enhanced solutions.
  • Ensure that stakeholders and senior management are kept fully informed of project progress, key risks, and emerging issues.
  • Coordinate and supervise procurement processes and manage budgets related to the unit’s activities, ensuring value-based funding decisions.
  • Coordinate the work of external consultants to ensure timely delivery of assigned activities.
  • Oversee vendor relationships to ensure the timely and effective provision of consultancy services supporting the unit’s operational needs.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in organisational change, business administration, psychology, communication, IT or related fields.
  • Minimum 8 years of experience in Project management and/or Change Management.
  • Proven track record in project/change management and methodology use.
  • Proven experience managing large‑scale organisational projects.
  • Proven ability or experience of managing developing and mentoring staff is an advantage, ideally in multicultural environments or international organisations.
  • Strong understanding of EIB Group activity landscape.
  • Strong knowledge of digital transformation and methodologies.
  • Demonstrated ability to deliver results under pressure and tight deadlines.
  • Excellent knowledge of English and/or French (***), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
