Job Description
Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Travel Officer is normally responsible for ensuring the smooth arrangements for official travel and transportation for all personnel serving with the field mission and prompt/timely settlement of travel claims. Also responsible for providing updated travel-related information to all mission staff members. Effectively manages and/or supervises the budgets of self-accounting units and controls over the UN property. Supervises travel processing group and deals with more complex cases to assure adherence to UN rules and travel regulations at minimal cost. The temporary position is based in Santo Domingo, Dominican Republic and is located in the Office of the Chief, Operations and Resources Management, Human Resources Section. The incumbent will report to the Chief of Section/Unit, Administrative Services.
Responsibilities
Within the limits of delegated authority, the Travel Officer, P-3 will be responsible for performing the following duties: Manage and make decisions to ensure the effective and efficient delivery of travel services across UNSOH, that align with the Organization’s goals, objectives and the UN80 initiative; Administer official travel arrangements and entitlements, issuance and control of UN travel documents including the procurement of UN travel documents and official visas; Direct the establishment of official travel entitlements and travel arrangements for all UN officials; Assist with finance, budget and human resource requirements and performance reports related to the Unit; Decide on priorities and procedures to maximize utilization of existing resources while maintaining and enhancing the quality of services rendered; Manage the Travel Management Services contractor to ensure compliance of service performance and service delivery in accordance with the contractual agreement. Co-ordinate the views of other participating agencies to ensure common service compliance is within the perspective and the expectations of the UN Secretariat; Assist with arrangements between travel management and travel payment system (Accounts Division) contractors as necessary. Liaise with UN global travel community leaders on matters of common interest, including corporate discount negotiations with airline representatives to achieve the best rates for official travel to ensure the best terms are secured for UNSOH on current and new agreements with commercial carriers. Research, identify and evaluate new technologies and developments within travel markets and the airline industry for appropriate application to the changing requirements of the Organization. Assist UN travelers, in particular, those travelling in difficult, high profile or unusual circumstances. When necessary, assist individual departments to negotiate special conference fares as appropriate. Create Funds Commitment document for Travel/ verify the Funds Commitments created by Travel staff in UMOJA and retrieve travel expenditure and status of funds commitment report from UMOJA; Perform other related duties, as required.

Education
Advanced university degree (Master’s or equivalent) in business or public administration, Finance or related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree, is required.

Work Experience
A minimum of 5 years of progressively responsible experience in administration, budget and/or finance in the UN system related to international travel management or related field is required. Experience in complex contract negotiations is desirable. Experience within the UN System is desirable. Experience working with enterprise resource planning applications such as SAP/UMOJA is desirable. Experience managing teams with high-volume work is desirable. Experience in generating, analyzing and interpreting large data sets is desirable.

Special Notice
This temporary job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures.
