Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.
RI Philippines implements programs in Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.
Job Profile
Relief International is dedicated to advancing the Women, Peace, and Security (WPS) agenda in the Philippines, particularly through the operationalization of the National Action Plan for Women, Peace, and Security (NAP-WPS). This plan aims to enhance women's participation in peacebuilding, protect their rights, and integrate gender perspectives in conflict resolution and peace processes.
This position aims to implement targeted initiatives in Regions 10, 13, 5, 6, and 8 that empower and secure women, address gender issues, and promote peace-promoting policies in conflict-affected areas.
The Project Manager will lead efforts to implement and monitor initiatives aligned with the NAP-WPS, manage the portfolio, ensuring that programs effectively empower women, enhance gender equality, and promote inclusive peace processes across various regions of the Philippines.
Key responsibilities
Program Implementation
- Oversee day-to-day administrative, SCO, and finance-related activities across partners and targeted regions.
- Manage a team, including retainers/consultants, and provide coaching and management oversight over local implementing partners
- Ensuring PITT is updated regularly and files are archived
- Oversee daily project implementation, including community-based programs, capacity-building workshops, small grants and advocacy campaigns targeting local and national stakeholders
- Oversee MEAL activities, ensuring indicator tracking and timely achievement of logframe targets as well as project effectiveness and impact
- Develop and consolidate detailed work and financial plans for RI and the implementing partners, and use mobilization-planning tools to keep track of all activities to ensure the project's activities, outputs and outcomes are achieved promptly.
- Liaise with external stakeholders – namely the local and national agencies, civil society organizations, community members, private sector, etc. - to ensure proper communication and project implementation, ensuring project effectiveness and impact and the continued relevance of project activities.
- Liaise with other departments in RI, such as HR, finance, security and operations
- Represent RI in various forums related to Women, Peace and Security
- With the support of the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator, conduct regular monitoring and evaluation process against project objectives in coordination with RI’s CO MEAL.
- With the support of the MEL Coordinator, leads in mandatory narrative (incl. progress internal reports) and financial reports (incl. additional annexes), and communication material to be shared with the donor.
- Ability to demonstrate knowledge of donor requirements of safeguarding standards and protection from exploitation and abuse
- Other duties as assigned by his/her immediate supervisor.
Financial and Supply Chain Operations Management
Budget Management:
- Realize expenditures of the project activities according to the phased budget that meets the required compliance of donors;
- Liaise with the finance team to ensure that accurate project expenditure reports are produced monthly and disseminated to the relevant staff;
- Review project budget on a monthly basis to ensure that expenses have been correctly allocated, and spending is on track;
- Propose an accurate monthly projection based on the last BVA and aligned to the budget planning and the monthly finance reports;
- Ensure compliance with donor’s rules and regulations at the financial level and on programmatic and technical aspects of the project.
- Participate in the regular portfolio meetings.
Procurement Follow-up and Monitoring
- Managing project and partner procurement related tasks
- Coordinating with SCO team for timely implementation of project activities
- Supporting SCO team in FWAs and scouting for suppliers
Stakeholder Engagement
- Build and maintain partnerships with the consortium partners and coach them to ensure attainment of the desired objectives.
- Facilitate dialogue and consensus-building sessions among diverse groups to promote understanding and collaboration.
- Mentor partners to enhance their capacities on WPS
- External Representation of RI in WPS and other peacebuilding initiatives

Person Specification
- A minimum of 5 years of relevant work experience managing complex governance and conflict-sensitive development planning projects, preferably in conflict settings
- Demonstrated experience and expertise related to strengthening gender, local governance, economic development, livelihoods, peacebuilding and public safety.
- Experience in building and maintaining relationships with government institutions and other partners, civil society, private sector and UN agencies in sensitive political environments;
- Knowledge and interest in research and learning are important
- Experience in managing budgets and procurement processes
- Experience in resource mobilization, donor coordination, accountability
- Experience in the covered region is an asset
- Experience working in humanitarian, post conflict and development contexts is an asset.
- Bachelor’s degree, or its equivalent in community development, management, international relations, finance or another relevant field;
- Ability to work well both independently and as part of team in a fast-paced environment;
- Exceptional network of organizations around gender, women and security
