Job Title: Anticipatory Action/Risk Financing Reports & Communications Officer

Background and Purpose of the Assignment:
The Climate and Disaster Risk Reduction Programmes in West and Central Africa Regional office and Mauritania Country Office collaborates to support governments on activities related to climate risk management, climate change adaptation and disaster risk reduction. These services can range from climate analyses to better understand climate change impacts on food security and nutrition, to supporting governments and WFP COs with technical advisory services as well as policy advice on risk reduction, financing and transfer.
One of WFP's flagship programmes for climate risk management is Anticipatory Action (AA) and risk financing mechanism (insurance). AA is an innovative approach that enables the implementation of actions to prevent and mitigate, to the extent possible, the impact of extreme weather events on the food security and nutrition of the most vulnerable populations.
WFP is seeking an officer with experience in climate change, anticipatory actions, reports, broader communication skills and proposal writing, to support WFP's climate action portfolio in Mauritania. Based in Nouakchott, the officer will be responsible for supporting knowledge creation, management and dissemination, briefings preparation, communications actions related to disaster risk management and financing portfolio. The officer will also support development of communication materials, information management and dissemination on the portfolio. The Reporting and Communications Officer shall also support COs/RBs to mobilize the necessary financial resources such as through inputs to donor proposals and will thus play a key role in supporting the further development of WFP’s programme.
Accountabilities/Responsibilities:
Support the development of communications, advocacy & reports for the climate action portfolio (AICRM and AA portfolio)
Work closely with Regional Office climate unit team to ensure logframe indicators and associated information is captured and that rigorous quality standards are maintained.
Document and disseminate best practices and lessons learned from the AA and AICRM Programme by generating communications and advocacy material.
Support the development of external/internal publications, and website updates.
Support the development of the annual communication plan through the identification of climate action related events and opportunities to contribute with communication material and WFP expertise.
Supporting the development of knowledge and learning on climate action portfolio.
Support the identification, development and management of complimentary partnerships to collaborative working leading to improved climate actions interventions.
Research and analyse policy and operational issues to support senior colleagues in the development of AA and disaster risk management policies, programmes and activities.
Support the capacity building of WFP staff, partners and national government on AA, e.g. through project management support of learning initiatives.
Other complimentary activities
Deliverables at the end of the contract:
Development of at least 3 climates related publications.
Successful support to the WFP partnerships and events with communications materials
Successful support to the knowledge management lead
Successful support CO on communicating about the climate related programmes
Qualifications & Experience required:
University degree with one or more courses in one of the following: communications, climate change adaptation ; agriculture and food security; development studies; environmental studies or related
At least 1-4 years of post-graduate experience in communications and knowledge management etc.
Experience with WFP and/or AA programs is an asset; Ability to work with minimal supervision and set priorities; Ability to communicate clearly both orally and in writing; Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
Fluent in English including strong writing skills, working knowledge of French or Spanish (level B) is an advantage.
