Organizational Setting and Reporting Relationship

The position of Senior Financing Partnerships Specialist is assigned to the Partner Funds Division (CCPF) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.

You will report to Director, Partner Funds, and will oversee junior team members.

Your Role
As a Senior Financing Partnerships Specialist, you will lead and coordinate ADB's engagement with new and existing donors to raise funds for new or existing trust funds, fostering broad-based relationships. The incumbent will represent ADB at industry events, proactively reach out to new potential donors, and oversee a small team responsible for mapping and identifying potential donors, preparing outreach materials, and supporting ADB staff in creating pitch documentation.

Additionally, the incumbent will collaborate with project officers to identify funding needs and design bespoke, targeted pitch materials. The ideal candidate will possess expertise in development finance—preferably with an MDB or similar organization—and an in-depth understanding of philanthropic organizations, bilateral Official Development Assistance, or impact investor communities.

You will:

● Develop and implement strategies to raise funds from new and existing donors for trust funds and other financing mechanisms.
● Build and sustain relationships with donors, ensuring alignment with their objectives and ADB's financing priorities.
● Represent ADB at industry events, forums, and donor meetings, advocating for ADB's initiatives and funding needs.
● Lead outreach efforts to potential donors, including philanthropic entities, bilateral ODA agencies, and impact investors.
● Oversee and lead a team responsible for mapping and identifying potential donors, preparing outreach materials and pitch documentation, and supporting ADB staff in donor engagement efforts.
● Ensure the team delivers high-quality output aligned with ADB's strategic priorities.
● Actively engage with ADB project officers to identify funding needs across projects and initiatives.
● Work with project teams to design bespoke, targeted pitch materials tailored to donor priorities.
● Provide expert advice and guidance to operations staff on donor engagement strategies and resource mobilization.
● Disseminate donor insights and contribute to in-house seminars, workshops, and manuals to enhance ADB's resource mobilization capabilities.

Qualifications

You will need:

● Master's degree or equivalent in Economics, Business Administration, Finance, or related fields; or University degree in Economics, Business Administration, Finance, or related fields and at least 5 years specialized experience relevant to the position can be considered.

● At least ten years work experience in resource mobilization, donor engagement, and development finance. International experience working in several countries.

● Prior experience with an MDB or similar organization is highly desirable.

● Proven track record in engaging philanthropic organizations, bilateral ODA, or impact investor communities.

● Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
