Title of Assignment: Consultant (Senior Mobile Applications and Frontend Engineer)

Expected duration of assignment: One year (extendable up to a maximum cumulative contract duration of 24 months, subject to available budget and satisfactory performance).
1. BACKGROUND AND OBJECTIVE OF THE ASSIGNMENT
The Business Applications Division requires a senior technical expert specialized in the development of mobile applications (native and cross-platform) and modern front-end web applications, able to contribute to and guide delivery across multiple products under the Division.
The Contractor will act as a subject-matter expert for mobile application development and contributing directly to frontend implementation in multiple business applications. Where needed to complete an assigned work package end-to-end, the Contractor may implement backend/API changes or coordinate with backend teams.
The Contractor must operate within WIPO’s delivery practices, use AI tools for development productivity where appropriate, and deliver sprint-based increments with high attention to code quality, maintainability and user experience.
2. DELIVERABLES / SERVICES
The Contractor will deliver defined work packages assigned via JIRA in the following areas. All tasks will be quantified through sprint-level deliverables.
a) Mobile Applications under the Business Applications Division. Deliver JIRA-assigned mobile work packages and act as the Division’s expert for native and cross-platform mobile developments, including the CLIP mobile application and other WIPO-led mobile initiatives.
b) ARBMED Front-Office Delivery. Implement the new ARBMED front-office portal as a complement to the existing MCST and Office portals, and as a replacement for legacy decoupled front-office components (including former eADR functionality), ensuring the new implementation aligns with UX, accessibility and performance standards.
c) Contributions to other WIPO web applications. Deliver JIRA-assigned backlog items for frontend implementation in applications such as WIPO Lex, WIPO GREEN and other Business Applications, working within the respective existing product teams.
d) WebCMS Frontend Work. Implement JIRA-assigned frontend features in the WebCMS platform, collaborating with the existing WebCMS team and delivering increments according to sprint priorities.
e) Other Business Applications Work. Additional work packages may be assigned time permitting; all will remain deliverable-based and tracked through JIRA.
All deliverables must follow WIPO development practices, including activity tracking in JIRA, adherence to CICD pipelines, and alignment with Business Applications Division and WIPO standards.
3. REPORTING
The Contractor will report to the Head of the Solutions Design and Delivery Section (SDDS).
4. PROFILE REQUIRED
Area of Specialization / Expertise:
· Minimum 5 years of experience with mobile application development (cross-platform: React Native, Flutter, Ionic; and/or native experience)
· Minimum 10 years of experience with modern frontend engineering using frameworks such as React, Next.js, Angular or similar
· Demonstrated UX-aware implementation with attention to responsiveness, performance and accessibility
· Ability to implement backend/API adjustments when required for end-to-end delivery
Specific Knowledge / Experience:
· Proven experience delivering production mobile applications with significant active user bases
· Demonstrated experience in responsive frontend development for high-traffic applications
· Experience integrating multilingual UX, API-driven features and authentication flows
· Experience working in Agile environments with JIRA and CI/CD pipelines
· Fluency in English and the ability to work independently with minimal supervision are essential.
Education:
· University degree in Information Technology, Computer Science, or a related field.
Desirable:
· Experience working in an Agile/Scrum environment
· Familiarity with AWS-based delivery environments
· Exposure to security-minded development or vulnerability-aware engineering
· Certifications in mobile or frontend development are an asset
5. DURATION OF CONTRACT AND PAYMENT
The contract is for one year and 100% activity rate, with the possibility of extension subject to funding and performance, up to a maximum cumulative contract duration of 24 months at 100% activity rate.
Payment will be made on a monthly basis, subject to submission of invoices by the Contractor, satisfactory completion of services and deliverables.
Candidates should provide their expected rate of payment in Swiss francs (daily rate), which will be finalized based on location, qualifications and experience.
6. OTHER INFORMATION
ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the contractor’s payment on a pro-rated basis.
