THE ORGANIZATIONAL SETTING
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, facilitation and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in activities to manage specialized international Civil Aviation standards and recommendation practices and provide holistic support to States to help them achieve compliance with ICAO SARPs.
The Capacity Building and Implementation (CDI) Bureau is responsible for the No Country Left Behind (NCLB) strategic goal of ICAO. The bureau offers needs-based implementation support to States through projects and innovative products to assist them in implementing effective and sustainable solutions that address their specific needs and challenges. The bureau is also responsible for all revenue-generating activities of the organization offering a portfolio of products and services that cater to the evolving needs of States, ensuring their financial sustainability and long-term success. It is also responsible for resource mobilization and establishing a direct link between State needs, funding, and implementation activities.
Under the supervision of Chief BSS, and in a matrix structure to C/ICT for IT technical matters, the incumbent will provide IT support to the CDI bureau to define and document business specifications, application functionality, and workflow requirements and perform business testing. The incumbent will also assist the CDI bureau as required to develop a reporting solution (including a data warehouse with business intelligence tools and will develop dashboards and reports to facilitate creation and maintenance of dashboards and reports for management and the Council and its Committees.
MAJOR DUTIES AND RESPONSIBILITIES
Function1 (incl. Expected results)
Serves as Solution Architect and Delivery Manager for implementing and supporting ICT systems for the CDI Bureau and all it sections, achieving results such as:
- Design solution concepts for CDI’s ICT landscape and Application Portfolio in line with the Enterprise Architecture objectives of ICAO.
- Implement and manage secure IT systems and services including associated data for CDI in conformity ICAO IT policy.
- Develop a roadmap for implementation and continuous improvement of the CDIP application landscape in conjunction with ICT and taking into account the overall organisational ICT development strategy.
- Draft and maintain procedures and instructions used to maintain the integrity and security of CDI’s ICT Solutions in conformity ICAO IT policy.
- Report on the roadmap and implementation status of solutions that support TC-related business capabilities of ICAO.
Function 2 (incl. Expected results)
Leads implementation of CDI systems as Product Owner with an Agile Solution Development framework, acting as liaison between CDI organizational units and ICAO’s internal or external development teams, achieving results such as:
- Define and facilitate the definition of ICT solution requirements for all CDI organizational units.
- Validate the feasibility of technical solutions for CDI requirements with relevant internal or external solution providers and system owners.
- Advise CDI work units on best practices for solution implementation and assessing potential business impact of various solution approaches.
- Maintain a comprehensive architectural documentation describing new CDI systems or enhancements to existing ones ensuring proactive alignment with to evolving business needs.
- Document operational and installation procedures for all CDI systems to support consistent implementation and maintenance.
Function 3 (incl. Expected results)
Supports the delivery of the Enterprise Solution for Project Portfolio Management (PPM) system, achieving results such as:
- Ensure the delivery of the end-to-end corporate solution for PPM and reporting solution in close cooperation with ICT, especially the ERP team.
- Collate, consolidate existing requirements for PPM and collect any new requirements across all stakeholder and other ICAO Bureau as well as Section of CDI.
- Propose and implement integration points of PPM with ERP system and with other applications such CRM.
- Act as main technical focal point for the implementation of PPM within ICAO.
- Maintain comprehensive documentation of operational and installation procedures for the corporate PPM solution.
Function 4 (incl. Expected results)
Provide IT support to CDI, achieving results such as:
(a) Project Portfolio Management (PPM) system
- Deliver technical and functional support to PPM business users.
- Translate business requirements and design documents into solutions using the existing tools.
- Conduct training sessions for business users on both existing and newly introduced features.
- Work closely with reporting developers to ensure the delivery of all required operational and managerial reports.
- (b) Implement changes to support PPM enhancements
- Coordinate modifications to Jira and to the ERP system to accommodate the new enhancements.
- Liaise with different stakeholders to gather all requirements and enhancement for Project budgeting tool.
Function 5 (incl. Expected results)
Supports the initiation, planning and specification of elements of the organizational business strategy to drive best practice for CDI Programmes Application portfolio. Ensures the alignment of CDI Programmes related business capabilities with ICT solution investments, achieving results such as:
- Serve as main point of contact and technical lead for TC application landscape within relevant internal ICT Governance Boards.
- Ensure that the TC applications comply with corporate architectural standards and principles.
- Proactively anticipate and address operational issues and challenges related to obsolescence and lifecycle limitations for tools and systems used for managing TC projects and in CDI.
- Liaise with Business Owners across CDI to ensure that business processes are continuously aligned with the IT systems used, taking the necessary actions to liaise with the appropriate areas that support these systems to adjust and perform realignments when needed.
- Liaise with Business Owners across CDI to review from time-to-time the business processes used in their areas with the purpose of identifying opportunities for optimization and streamlining of the IT processes and systems used by this business area.
- Collaborating with Business Owners to periodically review business processes with the goal of identifying opportunities for optimization and streamlining of related IT processes and systems.
Function 6 (incl. Expected results)
Provides subject matter expertise and advice for assigned ICT projects and systems in CDI. Evaluates hardware and software purchase; recommends new configurations, delivers or arranges vendor training for system users. Develops cost estimates and makes recommendations for system development and upgrades, achieving results such as:
- Drafts the Terms of References (TORs) for the acquisition of IT systems and services.
- Evaluate supplier proposals for IT Systems and service provision.
- Participate in the analysis of infrastructure and security trends related to Cloud Services adoption and facilitate knowledge sharing across teams.
Function 7 (incl. Expected results)
Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
- Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Desirable
- IT Infrastructure Library (ITIL) certification or Control Objectives for Information and Related Technologies (COBIT) certification.
- PRINCE 2 Practitioner or Project Management Professional (PMP) certification.
Professional experience
Essential
- A minimum of five (5) years of experience in Business Analysis and Solution Design for ICT Services in the areas of Project management, Finance and HR operations.
- A minimum of five (5) years of experience planning, design, development, implementation, deployment and maintenance of computer information systems and support of ERP Systems, preferred Oracle Fusion.
- A minimum of 4 years of experience in Jira cloud functionalities, configuration and administration.
- Experience of ITIL, ITSM framework, Incident Management, Problem Management, Change Management and Administration of Ticketing/Monitoring tools (JIRA, Remedy, New Relic etc.) is required.
Desirable
- Experience working in various UN Secretariat organizations as well as agencies is an asset.
- Familiarity with systems used in the UN, including their technical aspects and business functionalities is desirable. Experience using "Agile" methodologies such as Scrum, Kanban and/or Test-Driven Development is desirable.
- Experience in developing medium to large scale systems using Microsoft .NET/ C#, ASP.NET coupled with JS, AngularJS, WebAPI, Entity Framework is desirable.
- A working knowledge of Ms SQL, MySQL, Elasticsearch cluster, Kibana and the ability to design databases is desirable.
- A working knowledge of Active directory, ADFS, DNS, Windows Servers is desirable.
- Professional experience in software development using different technology such as Net.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
