Your team
Within the Directorate Central Route Charges Office and Finance, the Financial Information Systems (FIS) Unit is responsible for planning and operating the information services as well as the underlying technology necessary for the mission of the Central Route Charges Office and other corporate financial activities.
As an IT Solution Architect, you will provide technical expertise, guidance and contributions on IT architecture by supporting the development of roadmaps and implementing secure and high performing solutions (i.e., the combination of business applications, commercial applications, and their underlying layers: middleware, storage, network). You will collaborate with cross-functional teams to make informed architecture decisions, translate technical requirements into actionable designs, and oversee adherence to enterprise standards and governance processes.
Your role
Your role will be to:
- Provide technical expertise, guidance and contributions on IT architecture solutions by supporting the development and coordination of architecture roadmaps, aligning them with the organisation’s strategic vision and technology transformation plans, to ensure seamless integration and scalability of solutions for mission/safety-critical software systems.
- Collaborate with internal partners and external providers to make architecture decisions, define project goals, and ensure technical soundness, while exploring and interfacing on new tools, including cloud-based or on-premises development tools, databases, and middleware.
- Work with cross-functional teams, to implement architectural changes and design, build, and deploy solutions that align with organisational needs and meet enterprise standards, including the configuration and management of development tools and quality control platforms, with direct involvement in implementation and delivery.
- Analyse technical requirements and constraints, translating them into practical, fit-for-purpose solutions that address business needs while optimising performance and security.
- Ensure adherence to architecture standards, policies, and security practices, overseeing architecture governance processes and addressing any compliance discrepancies, vulnerabilities and/or threats.
- Develop, review, and maintain technical documentation (i.e. standards, processes).
- Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organizational knowledge.

Required qualifications, experience & competencies
- Candidates must fulfil one of the following requirements:
- Completion of third level studies in a relevant field (e.g. Computer Science, Engineering, etc.), meeting EQF Level 7 (Master’s degree or equivalent) followed by at least 3 years relevant professional experience or
- Completion of third level studies in a relevant field (e.g. Computer Science, Engineering, etc.), meeting EQF Level 6 (Bachelor’s degree or equivalent) followed by at least 4 years relevant professional experience.
Refer to the European Qualifications Framework (EQF). - Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Experience in designing IT applications down to the database and middleware layers (including a good understanding of the interactions with the network and the operating system), and in documenting architecture and design models, preferably in Archimate or UML.
- Experience or knowledge of relational and NoSQL databases, Java-based application server platforms (JEE application servers, microservices frameworks), Java development language, container technologies (Docker, Kubernetes).
- Experience or knowledge of cloud-based architectures would be an asset.
- Knowledge in application performance analysis.
- Knowledge in application and middleware security, including encryption methods, secure protocols and data protection.
- Knowledge of the following products is an asset: Linux, shell scripting (bash, ksh), WebLogic Server, Helidon, Apache Solr, Nexus, SonarQube, Jenkins, Gravitee, Apache httpd, Oracle DB, MongoDB, Kafka, Eclipse.
- Technical drafting skills in English.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become a basic user of French at level A1/A2 before the end of the probation period. A higher level of proficiency in French would be an asset. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.

The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
