Under the overall supervision of the AVRR Coordinator and the direct supervision of the Head of Registration Center, the Registration Case worker will support the Assisted Voluntary Return (AVR) Counseling and Registration team.
1. Provide guidance to migrants interested in IOM’s AVRR programme.
2. Provide return assistance to migrants interested in the IOM AVRR programme, in line with IOM guidelines.
3. Register migrants interested in the IOM AVRR programme through the IOM Migrant Management Operational System Application (MiMOSA) at the IOM registration center on a daily basis, following the AVR Registration workflow and AVRR internal procedures and guidelines.
4. Flag to the Head of the Registration Center any difficulties related to Registration, and make recommendations for strengthening registration modalities to best reflect changing environment in the field.
5. Act as focal point for a specific caseload (e.g. unaccompanied migrant children or gender-based violence survivors) as needed and following specialised trainings.
6. Follow-up proper referrals of migrants in vulnerable situations, including unaccompanied and separated migrant children (UASC), migrants with medical conditions, potential victims of trafficking (VoTs) and other migrants vulnerable to violence, exploitation and abuse to the appropriate units (e.g. Protection (PxD) and/or the Medical Health Division.
7. Follow-up compliance with IOM AVRR guidance notes and SOPs, including compliance with the IOM Return and Reintegration Due Diligence Process (RRDDP), documentation requirements for the travel documents/laissez-passer, AVRR Declaration Forms, etc.
8. Follow-up the standardized use of IOM’s Migrant Management Operational System Application (MIMOSA) and other mission specific databases and tools concerning AVR Counseling and Registration.
9. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), awareness-raising material and other communication material related to the AVRR program.
10. Conduct, as needed, travel and/ or long-term assignments in Wilayas other than Algiers to perform duties outlined above.
11. Perform other related duties as assigned.
1. Bachelor degree or equivalent from an accredited academic institution, preferably in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law Studies and/or related field with 2 years of work experience in programme implementation and administrative and financial support, particularly in the fields of migration and technical cooperation.
2. Alternatively, a high school degree in one of the afore mentioned fields with 4 years of relevant work experience.
• Experience in AVR.
• Experience in case management is an asset.
• Proven field experience is an asset.
• Experience in working with governmental authorities, UN agencies and/or donor agencies is an asset.
• Knowledge of the migration context in Algeria.
• Ability to collect and analyze data related to case management.
• Ability to work under minimal supervision.
• Demonstrated ability to work well under pressure and keep deadlines.
• Strong work ethics and commitment to humanitarian principles.
• Computer/software literate, preferably knowledgeable in Microsoft Office, particularly Microsoft Excel, MiMOSA, and survey tools, particularly Kobo, are an advantage;
• Good communication skills, personal commitment, efficiency and flexibility.
