Title of Assignment: Consultant (Senior Training Coordinator)

Name of unit/sector: Intellectual Property Training Institutions Program, WIPO Academy, Regional and National Development Sector

Place of Assignment: World Intellectual Property Organization (WIPO) Headquarters, Geneva. Switzerland (full-time)            

Expected places of travel: Any country within IPTIs         

Expected duration of assignment: From January 1 to December 31, 2026

 

1.      Background and Objective of the assignment

The WIPO Academy Intellectual Property Training Institutions (IPTIs) Program aims to create and strengthen Member States' self-sustaining training infrastructures and capacities to deliver locally tailored, accessible, and high-quality intellectual property (IP) training services.

The current support provided by the IPTI Program benefits a total of 58 countries, under the following three pillars:

·         Establishment of new IPTIs, through:

o   training their future trainers;

o   setting up a Business Plan;

o   supporting the curricula development and piloting of future courses to be offered;

o   building the IPTIs' digital presence.

·         Cooperation with established IPTIs to provide tailored institutional, pedagogical and business operations support for them to enhance their services;

·         Collective services offered for the benefit of all IPTIs, including IPTIs Network services and shared training resources designed to address common needs.

In this context, the WIPO Academy needs pedagogical support to implement and monitor its cooperation at a national and regional level under the abovementioned pillars.

 

2.      Tasks / services

The Contractor shall deliver the following tasks and related outputs within the duration of this assignment:

a.    Provide consultancy support for the establishment of new IPTIs, by designing tailored Training of Trainers (ToT) programs and providing guidance on curriculum development and pilot course implementation, aligned with sustainable pedagogical practices and institutional business plans.

Deliverables: Completed tailored ToT Programs, guidelines and templates for curricula development and piloting, developed curricula, implemented pilots, for related initiatives implemented in 2026.

b.    Provide strategic consultancy on the pedagogical aspects of the design, preparation, implementation, and evaluation of training programs and activities organized within the framework of the IPTI Program, ensuring alignment with institutional objectives and the needs and contexts of Member States.

Deliverables: Quality-assured training initiatives implemented in 2026, periodic briefings for senior management.

c.     Provide expert input on the design and execution of the Blended-Learning ToT Program, including the delivery, monitoring, and continuous improvement of synchronous and asynchronous training components.

Deliverables: Relevant synchronous and asynchronous ToT activities delivered as planned for 2026.

d.    Provide expert guidance on administration and quality assurance of asynchronous training activities delivered through the LMS, ensuring effective operations, learner engagement, and adherence to instructional standards.

Deliverables: Successful delivery through the LMS, satisfactory learners experience.

e.    Provide consultancy and expert recommendations to colleagues, subject-matter experts, trainers, and IPTI representatives in the development of curricula and resources, pilot courses, and the delivery of training events, ensuring consistency, innovation, and pedagogical rigor.

Deliverables: Advisory sessions with stakeholders as needed.

f.      Provide expert support on conducting Training Needs Assessments (TNA) to ensure that the ToT and other training initiatives are customized to respond to the specific contexts and priorities of Member States.

Deliverables: TNA methodology guide and tools, TNA reports for 2026 initiatives.

g.    Design and deliver evaluation frameworks, tools, and methodologies to measure the effectiveness and impact of training initiatives against established program and learning objectives.

Deliverables: Standardized evaluation framework and tools, assessment reports for 2026 initiatives.

h.    Identify and advise on the systematization of internal procedures, standards, and guidelines to strengthen the quality, efficiency, and consistency of IPTI Program operations.

Deliverables: Documented operating procedures, internal guidelines and instruments as needed.

i.      Provide consultancy input for  the creation of collective resources to enhance IPTI operations, including contributing to the planning, design, and implementation of IPTI Network initiatives, facilitating cooperation, and addressing common training needs across Member States.

Deliverables: Developed collective resources as planned for 2026.

j.      Provide expert guidance to ensure the integrity of data collection, analysis, and reporting from IPTIs, providing evidence-based insights to inform decision-making, strategic planning, and program development.

Deliverables: documented data collection process and tools, consolidated 2025 and 2026 IPTIs’ data.

k.     Undertake specific consultancy assignments as required, contributing to the strategic development and success of the IPTI Program and its team.

Deliverables: reports requested by leadership, documented knowledge-sharing team activities as needed.

 

3.      Reporting

The Contractor will be under the supervision of the Counsellor of the WIPO Academy IPTIs Program.

 

4.      Profile

The contractor should be a motivated professional, with the following experience, skills, and competencies.

Education

·         Advanced university degree (Master’s or equivalent) in education, e-learning, or a related discipline is required.

·         Certification in training and/or e-learning project management is desirable.

Experience

Essential

·         A minimum of 10 years of relevant professional experience in training, adult education, capacity building.

·         Significant experience in the design, delivery, and evaluation of training programs.

·         In-depth knowledge of Moodle or similar LMS platforms.

Desirable

·         Experience implementing ToT programs.

·         Experience designing or implementing IP-related training initiatives.

·         Proven experience in leading and coordinating teams, including providing guidance to colleagues and partners in complex training projects.

·         Experience working in international and multicultural environments, preferably within the UN system, international organizations, or development cooperation projects, is desirable.

Languages

·         Excellent written and spoken knowledge of English.

·         Another official UN language is desirable.

·         Strong analytical and problem-solving abilities.

5.      Duration of contract and payment

The Contract will run from January 1st to December 31st, 2026. The Contract may be extended subject to the satisfactory performance of the Contractor and the availability of funds.

Payment will be made on a monthly basis (a maximum of 22 days per month), subject to submission of invoices by the Contractor, satisfactory completion of services and deliverables.

Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).

 

6.      Travel and other arrangements:

The Contractor may be required to undertake official travel on behalf of WIPO. In such cases, travel arrangements and related expenses will be covered by WIPO in accordance with its applicable rules and policies.

 

7.    Other information

ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the contractor’s payment on a pro-rated basis.
