Org. Setting and Reporting
This position is located in Beirut, in the United Nations Office on Drugs and Crime (UNODC) Programme Office in Lebanon (POLBN), operating under the Regional Office for Middle East and North Africa (ROMENA) located in Cairo, Egypt. The incumbent will work under the direct supervision of the Programme Coordinator, Passenger and Cargo Control Programme (PCCP), in Lebanon, and the overall supervision of the Representative, ROMENA, as well as under the overall guidance of the Senior Law Enforcement Expert (Drug Control and Crime Prevention, Head of PCCP). The PCCP supports Member States in strengthening their capacities to secure international trade and free movement of passengers while facilitating the detection and interdiction of illicit goods, as well as countering the travel of high-risk passengers. The PCCP is a flagship initiative of UNODC and operates globally to counter trafficking, smuggling, and other transnational crimes at airports, seaports, and land border crossings. Responsibilities
Within delegated authority, the Crime Prevention and Criminal Justice Officer (Training) will be responsible for the following specific duties: • Contribute to the development, adaptation and refinement of PCCP training curricula in Arabic and English to profile and select high-risk containers in the containerized trade supply chain for PCCP training in Lebanon and the Middle East and North Africa (MENA); Develop new syllabus material, plan, organize, coordinate and deliver training courses. • Assess current and previous PCCP training activities in Lebanon and MENA in the risk-based approach to selection of containers for physical examinations; Establish plans for implementation of improved measures; Participate in initiating, coordinating and contributing to the development of new training syllabus to support and sustain the programme goals and outputs. • Organize, coordinate, conduct and implement Arabic and English PCCP training courses, seminars, working groups, and workshops in Lebanon and, if necessary, in the MENA region, including but not limited to training in the use of specialised databases, information gathering from open sources on the internet and the analysis and dissemination of operational intelligence, in Lebanon and MENA in coordination with the UNODC implementing partner, the World Customs Organization; Participate as a trainer and resource person and deliver presentations as required. • Deliver PCCP training on strategic trade and export control, i.e. control of import, export, transit, and transshipment of commodities subject to licensing or authorization, such as strategic trade and dual-use goods, including Chemical, Biological, Radiological, Nuclear (CBRN) materials. • Participate in coordinating the implementation of project training plans; Validate the supply of equipment and monitor their use; Prepare as directed, jointly with project staff, all necessary project progress reports and project segment implementation delivery rate reports. • Support and promote the expansion of the projects to new countries and help secure Government agreement, including in French speaking countries in MENA; Provide support in identifying partners to join the Passenger and Cargo Control Programme or to other related UNODC projects. • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations; Support fundraising activities and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors. • Promote UNODC’s menu of services and portfolio growth under UNODC mandate areas. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensure that requirements, background information used for data analysis are documented. • Perform other work-related duties as required.

Education
Advanced University degree (Master’s degree or equivalent), in criminology, political science, public administration, international relations, security studies, economics, accounting, finance or related field is required. A first-level university degree in similar fields with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional work experience in law enforcement, border management, organized crime and drug trafficking is required. Experience in risk-based working methodology (targeting/profiling) in relevant areas at borders is required. Experience in delivering training, in relevant areas both in a classroom and on-site conditions is required. Experience related to the containerized trade supply chain and cargo is desirable. Experience in delivering training on strategic trade and export control is desirable. Work experience with the United Nations system or similar international organization is desirable. Work experience in the MENA region is desirable. Experience in data analytics or related area is desirable.
