The Regional Infrastructure Advisor will be a key member of the UNOPS Programme/PMO team, providing strategic guidance, technical oversight, and advisory support to all infrastructure projects across multiple offices. This position reports to the Head of Programme working closely with the WAMCO management team, Programme/PMO, Partnerships, and Country Teams, Project Managers, as well as with the Regional Office and UNOPS Headquarters Infrastructure and Project Management Group (IPMG). The selected candidate will ensure WAMCO formulates and implements world-class projects that meet their intended outcomes, are implemented to the highest standard of project management practices, and meet partner satisfaction.
The Regional Infrastructure Advisor oversees is responsible for providing strategic direction for the timely, quality and cost-efficient performance of WAMCO’s Portfolio of Infrastructure projects. The role is instrumental in shaping the Infrastructure and Project Management strategy, supporting a shift from reactive monitoring to predictive oversight and proactive assurance. Its core mandate is to strengthen performance monitoring, portfolio risk analysis, and quality assurance, thereby enhancing governance, predictability, and efficiency in the delivery of results across the sub-regional portfolio. The incumbent will promote alignment of projects with the Project, Programme and Portfolio Management (P3M) service delivery framework, the Risk Management Framework (RMF), and other relevant IPM principles, guidelines, and practices.
The Successful candidate will be responsible for streamlining the MCOs leadership priorities within the portfolio, and cascading the portfolio, programme and project management priorities across all projects under his/her responsibility.

Bachelor’s degree (or equivalent) inin Civil Engineering, Architecture, Urban Planning or related fields with 9 years of relevant experience OR

AutoCAD certification is desirable.

A minimum of at least 7 years (or more, depending on academic credentials) in management of civil engineering construction projects and/or programmes is required.

Experience with quality assurance methodologies is required.
