Job Description

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

 

The Joint Medical Division (JMED) provides medical cross-cutting authority, direction and sets the requirement at the strategic level for all aspects of medical support.

Principal Duties

The incumbent's duties are:

a)             Participates in the development of medical capabilities within the scope of NATO 2030 Common Funding projects as well as supporting capability development in general.

b)             Participates in NATO 2030 Conferences and Working Groups representing JMED.

c)             Acts as a strategic planner for projects, defines objectives and establishes timelines

d)             Monitors progress of projects, streamlines communication, identifies potential risks, resolves issues and reports updates.

e)             Supports the integration of medical initiatives into the Common Funded Capability Delivery Governance Model process.

f)               Works collaboratively with JMED colleagues (and others) to develop a unified approach to capability development.

g)             Acts as a resource allocator, secures resources, optimizes workflows and manages budgets.

h)             Works collaboratively with J8 Budget and Policy Branch colleagues (and others) to secure resources for medical projects, supports preparation work for Budget Committee meetings.

i)               Works collaboratively with J8 Acquisition management Branch colleagues (and others) in procurement matters, takes part in the procurement preparation and communication process.

j)               Acts as an alternate fund manager, authorized requestor.

k)             Delivers subject matter expert advice on issues related to common funded projects.

l)               Prepares/provides briefings, background papers and speaking notes on matters related to common funded medical projects.

m)           Completes written staff work in accordance with specified milestones and timelines.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent will be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment.

 

Essential Qualifications

Professional/Experience

a)             A minimum of 2 years professional experience within project management, support of business risk and change management.

b)             Experience in resource management, processes and tools to secure resources.

c)             Experience in the preparation of routine correspondence, proof reading material for accuracy, compiling material for publication, preparing presentations and performing other related administrative duties.

 

Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

Desirable Qualifications

Professional Experience

a)             Experience in capability development, medically related projects is highly desirable.

b)             Experience in a military setting, knowledge of SHAPE HQ structures and procedures.

 

Education/Training

a)             Master Business Administration.

b)             PRINCE 2 or equivalent experience or certification is highly desirable.

c)             Course: NATO Orientation Course.

Professional Contacts:

Collaborates as required with subject matter experts and personnel across SHAPE staff, ACO-subordinate commands and other partners (i.e. international governmental and non-governmental organizations, centres of excellence and academia) to obtain necessary information/analysis to support ACO’s knowledge requirements.

 

Contribution To Objectives:

The work consists of developing medical capabilities in line with NATO 2030 Common Funding projects, as well as supporting other capability development in general.

 

• Interoperable medical information systems and databases: NATO-wide interoperable software solution to facilitate seamless real-time patient data sharing and continuity of care across military networks, while also improving connectivity between military and civilian medical systems. Implementation of a casualty rate and patient rate estimation tool to forecast casualty/patient numbers and align logistics and evacuation resources.

• NATO-led training and certification for healthcare personnel: Develop and deliver standardized training certification programmes for civilian and military healthcare personnel, enhancing interoperability and expertise in medical command and control, trauma techniques, medical information systems, emergency response, and CBRN medical support. Utilize mobile training teams to deliver targeted, flexible training.

• Pre-positioning and stockpiling medical logistics: Utilize an estimation tool to inform stockpiling needs by forecasting demand for critical supplies based on projected scenarios. Include storage infrastructure, medical supplies, medical equipment, blood and blood products, pharmaceuticals and raw materials, and CBRN countermeasures and protective equipment.

• Commercial services for evacuation: Manage movement from the point of injury to definitive care and rehabilitation, over an extended period of time, and in contested environments. Expand available bulk patient evacuation capabilities and enhance supporting information technologies to optimize patient flow, treatment coordination, and information sharing across the continuum of care.

 

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
