Project Context and Scope

Under the direct supervision of the M&E Assistant and the overall supervision of Under the direct supervision of the National Monitoring & Evaluation Officer, the successful candidate will provide comprehensive support to the Climate Change and Migration Data (CCMD) Project implemented by the Unit at IOM Egypt. The M&E Enumerator will be responsible for collecting high-quality, accurate, and timely data from targeted beneficiaries and stakeholders to support monitoring, evaluation, and reporting of project activities. The Climate Change and Migration Data Programme for North, East, West and Central Africa, funded by the Ministry of Foreign Affairs of Denmark, aims to address the interconnected challenges of climate change, environmental degradation, and human mobility in Egypt. The project implements key activities to strengthen community resilience and effectively respond to these pressing issues. By developing sustainable and impactful mechanisms, the project seeks to empower vulnerable communities to cope with climate change, protect migrants’ rights, and enhance their ability to withstand environmental changes and degradation. In line with IOM’s approach, it focuses on providing technical support and resources to strengthen public awareness and equip communities with the knowledge and tools needed to navigate climate related risks. Through innovative strategies, the project aims to deliver tangible results by enhancing preparedness, reducing risks, and fostering social, economic, and health resilience in the face of an evolving climate landscape.

Tasks to be performed under this contract
 
  • Conduct systematic data collection activities including phone surveys, individual interviews, and key informant interviews, Focus Group Discussions (FGD) in line with agreed methodologies and tools. 
  • Administer surveys in person or remotely (phone-based) in accordance with the data collection plan and operational requirements.
  •  Use electronic data collection tools (e.g., Kobo Toolbox) and ensure timely and accurate data entry and submission. 
  • Ensure high standards of data quality, including completeness, consistency, and validity of all collected information. 
  • Ensure full compliance with IOM Data Protection Principles, maintaining confidentiality and secure handling of all collected data. 
  • Submit daily outputs and datasets in line with agreed timelines and performance expectations. • Prepare concise daily field reports detailing progress, challenges, observations, and any issues encountered during data collection. 
  • Provide basic analysis and interpretation of field data, highlighting key trends, irregularities, and relevant insights. 
  • Contribute to narrative reporting by documenting field observations and summarizing findings where required.
  •  Adhere to ethical standards in fieldwork, including the “Do No Harm” principle and respectful engagement with all beneficiaries, particularly vulnerable populations. 
  • Comply with IOM policies and standards, including Code of Conduct, PSEA (Prevention of Sexual Exploitation and Abuse), and safeguarding requirements. 
  • Perform any other related tasks as assigned by the supervisor

Performance indicators for the evaluation of results

  • Timely completion of assigned data collection activities in accordance with the approved workplan. 
  • Achievement of agreed daily and overall data collection targets. 
  • Submission of complete, accurate, and high-quality datasets within established deadlines. 
  • Compliance with established data collection methodologies, protocols, and ethical standards. 
  • Demonstrated adherence to IOM Data Protection Principles and confidentiality requirements. 
  • Timely submission of daily progress updates and field reports. 
  • Identification and prompt reporting of operational challenges, data inconsistencies, and protection 
    concerns. 
  • Active participation in briefings, trainings, and debriefing sessions. 
  • Provision of constructive feedback and recommendations to improve data collection processes and 
    tools. 
  • Positive performance assessment by the supervisor based on professionalism, reliability, 
    communication, and teamwork.

Required Qualifications and Experience

Education

  • Bachelor’s degree in development, Management, Political, Law, Social Sciences, or a related field from an accredited academic institution with three years of relevant professional experience.

Experience:

  • Previous experience in quantitative and qualitative data collection, including surveys, interviews, 
    and focus group discussions.
  • Experience working with humanitarian, development, migration, or community-based programmes 
    is an advantage. 
  • Experience using electronic data collection platforms such as Kobo Toolbox, or similar applications. 
    Experience working with UN agencies, international organizations, NGOs, or government 
    institutions is desirable. 
  • Experience conducting fieldwork in diverse and multicultural environments is an asset.

  • Ability to collect data accurately and objectively while following established protocols.
  • Strong attention to detail and commitment to data quality standards.
  • Ability to use smartphones, tablets, and electronic data collection applications.
  • Basic analytical and reporting skills.

  • Ability to work under pressure and meet deadlines.
  • Knowledge of ethical data collection practices and confidentiality principles.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in Arabic and working knowledge of English is required.

For this consultancy, English and Arabic.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
