Organizational Context and Scope
In order to support governments to meet today’s complex migration and border management challenges, the Immigration and Border Governance (IBG) Division at IOM has developed a border management information system: the Migration Information and Data Analysis System (MIDAS). MIDAS is a border management information system which allows States to collect, process, store and analyse traveller information collected at the borders.
Under the overall supervision of the Head of Office, the direct supervision of the Project Officer, and in coordination with the MIDAS Team in Headquarters, the Information and Communications Technology (ICT) Associate will be responsible and accountable for providing specialised technical support for the implementation, operation, maintenance and user support of MIDAS in the country.
Provide technical input to the development and implementation of MIDAS project plans in accordance with established requirements and timelines.
Support MIDAS technical and performance assessments and contribute to the preparation of assessment reports using established tools and templates.
Attend technical meetings with relevant government counterparts concerning the implementation plan, identification of needs, maintenance and troubleshooting requirements. Assist government counterparts in documenting system requirements and relay requests for potential customisations to IOM’s MIDAS HQ Team.
Assist in preparing hardware and software requirements for procurement based on assessment findings and established specifications.
Assist in coordinating technical infrastructure activities needed at Border Crossing Points (BCP) with relevant team members and government counterparts.
Assist the government counterparts with the installation and configuration of MIDAS workstations and servers, including relevant testing prior to roll-out.
Participate and/or deliver MIDAS Installation and User Trainings as per MIDAS HQ guidelines.
Support government counterparts during MIDAS roll-out at targeted BCPs, including relevant data management, data back-up, database upgrades and monitoring. Closely support MIDAS users and administrators by providing regular and on demand capacity building to ensure sustainability.
Provide troubleshooting support while ensuring knowledge transfer to government counterparts. Keep updated reports on the assistance requested by government counterparts.
Collect and consolidate feedback from users and communicate issues and enhancement requests to the MIDAS HQ Team for review and action.
Support government counterparts in acquiring the tools and knowledge required to monitor the use and operation of the system.
Support the implementation and monitoring of the MIDAS Maintenance Plan, providing technical inputs to ensure that country-specific operational requirements are appropriately considered.
Provide technical inputs and information to support project development, including identification of technical requirements and implementation considerations.
Regularly coordinate with MIDAS HQ Team for version upgrades, trainings and troubleshooting as required.
Perform such other relevant duties as may be assigned.
Required Qualifications and Experience
Education
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Strong experience in ICT equipment, systems and networking troubleshooting;
Experience in VPN and Firewall setup including with CISCO devices;
Demonstrated experience in training users and providing ICT support to software end-users;
Knowledge of web servers’ setup and management (including IIS);
Experience in object-oriented programming languages or platforms such as .NET (particularly on C#), Java and Python, developing client-server applications and SQL Server 2014 or higher (Stored Procedures, Functions, Views, Indexes, Relational Database Design) will be an advantage;
Experience in and/or knowledge of migration and border management, with a focus on Information Management Systems/Databases will be an advantage; and
Work experience in the region an asset

Languages

For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
