Job Description
Result of Service
The primary result from the consultancy service is to support UN secretariat clients for technical documentation, CAD design/drawings, technical review of solicitation documents for engineering projects and services when required. Evaluation of Outputs: The consultant will: a. Submit documents as per the deadline and complete with no Major errors. b. Contribute to the content of the evaluation inception report, a draft report, and a final report that will be submitted to the evaluation office.
Work Location
Brindisi The Electromechanical Engineer will work on-site for the full duration of the assignment.
Expected duration
6 months, with possible extension based on funds availability and consultant's performance.
Duties and Responsibilities
The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in Innovation and Infrastructure Support (IIS) Unit of the Supply Chain Service, United Nations Global Service Centre in Brindisi, Italy. Under the direct supervision of the Team Leader within the Innovation and Infrastructure Support Unit and in line with the established United Nations Rules and Procedures, the electromechanical engineer will support IIS in activities related to electrical infrastructure, power systems, electromechanical installations, energy-related initiatives, technical evaluations, and advisory services. The incumbent will assist in carrying out portions of projects assigned by the Team Leader/Unit Head and support activities pertaining to Standardization, Planning, Design and Solicitation process in English. Functions and responsibilities: • Develop conceptual and executive design documents for mechanical and electrical systems related to any UNGSC standardized project or any mission specific project, which could consist of permanent or semi-permanent structures, modified ISO sea-containers, prefabricated buildings and camp facilities. • Provide electromechanical engineering expertise to support engineering project delivery activities, including technical advisory services, engineering assessments, project development, technical evaluations, and design reviews. • Develop standardized electrical/mechanical documentation/design packages as required for outsourcing engineering services, with emphasis on the use of sustainable energy. • Develop solicitation documents, technical specifications, scopes of work, bills of quantities, cost estimation, drawings, and other engineering documentation required for project planning, procurement, and for implementation. • Prepare tender documents package for the provision of electrical/mechanical equipment, supplies, spares, consumables and other goods and services as appropriate. • Define requirements for infrastructure, facilities, energy, systems and operational support projects involving electrical systems, power generation and distribution, electromechanical installations, HVAC systems, utility infrastructure, renewable energy solutions, and related engineering disciplines. This includes the preparation of all relevant documents necessary for the bidding exercise (technical specifications, SOW, BOQ, TEC). • Support renewable energy, energy efficiency and sustainability initiatives, including solar photovoltaic systems, battery storage solutions, hybrid power systems, energy assessments and related engineering activities. • Provide technical reviews, technical inspections, commissioning activities, and project implementation tasks requiring specialized electromechanical expertise. • Support and conduct technical evaluations of offers and assist in analysis of bids/offers and technical studies of documents. • Collaborate in undertaking technical and feasible studies and taking part in site investigations, if required. • Liaise with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. • Support category management activities through technical market research, standardization initiatives, development of technical standards, template documentation and engineering best practices. • Ensure full compliance with all environmental standards and requirements in carrying out the tasks, as well as compliance with overall policies, procedures and guidelines pertinent to project activities, considering quality management and risk management best practices. • Develop any further design/study/analysis as required and instructed by Chief IIS.
Qualifications/special skills
University Degree (Bachelor of Science, Engineering or higher) in Electrical or Mechanical Engineering is required. Training Certification related to renewable energy or energy efficiency is required. A post graduate qualification in Project Management or energy/systems optimization is desirable. A minimum of five (5) years of working experience in the relevant field of electrical or mechanical engineering is required. A minimum of one (01) year of working experience in planning, design and technical documentations of electrical and mechanical networks and systems (electrical, plumbing, HVAC, building automation etc.) is required. Experience in using MS Office and CAD drawings at proficiency level is required. Experience in designing electrical systems using software such as Revit, Ti-System, I-Project or similar tools is desirable. Experience in the use of engineering tools and management of studio equipment at proficiency level is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
Additional Information
Strong analytical skills and exceptional ability in communication and technical report preparation are required.
