About the project:

The Climate Smart Education System Initiative (CSESI), funded by the Global Partnership for Education (GPE), supports Ministries of Education to integrate climate adaptation and resilience into education systems across five Caribbean countries: Dominica, Grenada, Guyana, Saint Lucia, and Saint Vincent and the Grenadines.

This consultancy sits under the School Safety and Educational Continuity component, which aims to strengthen preparedness and response to climate-related emergencies through improved coordination, planning, and capacity building.

Survey findings highlight that while most countries have policy frameworks related to school safety, these are often outdated, not operational, or lack specific contingency planning for climate hazards. There is strong demand from Ministries of Education for practical support to develop and operationalise contingency plans, as well as to strengthen post-disaster needs assessment processes.

This consultancy will provide tailored technical assistance to Ministries of Education to strengthen their capacity to prepare for and respond to climate-related emergencies, ensuring continuity of education in times of crisis.

A place to make a difference:

Save the Children is seeking a consultant to support contingency planning for school safety and educational continuity across five Caribbean countries.

The consultant will support Ministries of Education to develop, operationalise, and roll out education sector contingency plans following capacity building workshops delivered under the project. Consultancy work will be provided both remotely and in-country, tailored to country-specific priorities and systems.

The consultant will undertake the following key tasks:

· Country engagement and scoping: Engage with Ministries of Education and relevant stakeholders to agree on approaches for contingency planning; review existing policies, plans, and tools; and identify gaps and entry points for strengthening preparedness.

· Technical support for contingency planning: Provide hands-on support to develop or update contingency plans aligned with national disaster management frameworks. This will include integrating key components such as education continuity modalities, rapid damage and needs assessments, coordination mechanisms, and inclusion of vulnerable groups.

· In-country and remote follow-up support: Provide ongoing technical assistance to support plan finalisation and initial rollout, and respond to ad hoc requests for technical guidance.

· Knowledge sharing and documentation: Document progress, lessons learned, and good practices across countries, and provide recommendations to inform regional learning.

Initial priorities identified include:

· Grenada: National School Contingency Plan; school disaster plan templates and school-level plans

· Guyana: Education continuity management, including updated DRR protocols (flooding and drought)

· Saint Lucia: Update of the education sector Emergency Management Plan

· Saint Vincent and the Grenadines: Sector and school-level contingency and continuity plans

These priorities will be further refined with each country at the start of the assignment.
