Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender responsive governance and women’s political participation in alignment with the government of Jordan Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP).

Jordan faces increasing exposure to complex and overlapping crises—including climate, public health emergencies, displacement, and security incidents—requiring crisis preparedness and response systems that are inclusive, rights-based, and gender-responsive. In line with UN Women’s global mandate on gender equality and women’s empowerment in humanitarian action, and under its commitment to the Women, Peace and Security (WPS) agenda, UN Women Jordan prioritizes strengthening national systems to ensure that crisis prevention, preparedness, and response mechanisms are inclusive and address the differentiated impacts of crises on women and girls, including those with disabilities. 

This engagement emphasizes inclusive participation, institutional accountability, gender- and disability-responsive early warning systems, and accessible service delivery across all phases of crisis management. Within this framework, the consultancy aims to generate an evidence-based assessment of institutional capacities, data systems, accessibility, communication channels, and participation mechanisms related to disability-inclusive crisis response, with a particular focus on women and girls with disabilities. 

The findings and recommendations will directly support UN Women’s strategic priorities to support the Government of Jordan and in particular the Higher Council for the Rights of Persons with Disabilities (HCD) in mainstreaming gender and disability across national crisis governance structures, strengthening partnerships with government and Organizations of Persons with Disabilities (OPDs), and informing programmatic, policy, and capacity-development interventions that contribute to resilient, inclusive, and accountable crisis response systems in Jordan.

The consultant will be reporting to Programme Specialist, and will be supported by the Programme Analyst, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work

Inclusive Governance and Participation in Crisis Planning

  • Review national crisis plans and coordination frameworks to assess the degree of institutionalization of inclusive principles and practices within crisis planning, decision‑making, coordination, and monitoring mechanisms.
  • Assess whether national and local crisis governance structures, as reflected in crisis plans and coordination arrangements, ensure adequate representation of the needs and priorities of women and girls with disabilities within local committees, sectoral working groups, and humanitarian coordination platforms.

Institutional and Capacity Analysis

  • Evaluate institutional capacities (knowledge, tools, human resources) for disability-inclusive crisis planning and response.
  • Assess the role and effectiveness of focal points or units responsible for disability inclusion within government and humanitarian agencies.
  • Identify training and capacity-building needs among crisis response actors.

Data, Information, and Early Warning Systems

  • Review the availability, quality, and use of disability-disaggregated data in crisis risk assessments, early warning, and response mechanisms.
  • Examine whether data collection tools and methodologies capture gender and disability dimensions adequately.
  • Accessibility and Communication
  • Assess accessibility of communication channels, shelters, emergency transport, and relief services for persons with disabilities.
  • Review inclusive risk communication and community outreach, including accessible formats and languages.

Participation and Representation

  • Map existing mechanisms for engagement of Organizations of Persons with Disabilities (OPDs), in particular the Higher Council for the Rights of Persons with Disabilities (HCD), in crisis planning and coordination structures.
  • Evaluate representation of women and girls with disabilities in local committees and humanitarian clusters                                       

Deliverables

Desk Review and Document Analysis: Review of national crisis plans, coordination frameworks, institutional arrangements, existing assessments, and relevant legal/policy documents to assess how disability inclusion—especially the needs and priorities of women and girls with disabilities—is reflected in crisis governance, planning, coordination, data systems, accessibility, and participation mechanisms.

Draft Assessment Report: (Arabic and English): (including analysis, findings, and preliminary recommendations): Comprehensive draft report presenting findings on the extent to which crisis planning and response systems are disability-inclusive for women and girls, including: review of governance and coordination mechanisms; assessment of institutional capacities and focal points; analysis of disability- and gender-sensitive data and early warning systems; review of accessibility of communication, shelters, transport, and relief services; and mapping of participation and representation of OPDs and women with disabilities in crisis planning and humanitarian coordination. Validation Workshop with Key Stakeholders: Facilitation of a validation workshop to present and discuss preliminary findings and recommendations with government stakeholders, humanitarian actors, OPDs, HCD, and relevant women-led and disability-focused organizations. Within 8 weeks

Final Assessment Report with Executive Summary (Arabic and English): Finalized report incorporating stakeholder feedback, with concrete, actionable recommendations to strengthen disability-inclusive crisis governance and response for women and girls with disabilities, including priority actions on representation, institutional capacity, data systems, accessibility, and coordination mechanisms. Within 10 weeks

This is a home-based consultancy, No travel needed, though field visits to related stakeholders within Jordan will take place.

Functional Competencies:

  • Strong knowledge of international frameworks (e.g., UNCRPD, Sendai Framework, IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action).
  • Understanding of disability-disaggregated data, inclusive methodologies, and early warning systems.
  • Ability to evaluate organizational structures, focal points, and resource allocation.

Required Qualifications:

Education and Certification 

  • Master’s degree or equivalent in Public Health (with specialization in disability or inclusive health), International Development / Humanitarian Studies or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible working on disability rights, inclusion, and accessibility in humanitarian or development settings is required
  • Experience conducting disability-inclusive institutional capacity assessments and advising governments or agencies on mainstreaming disability in crisis planning is required
  • Familiarity with humanitarian coordination mechanisms (clusters, local committees) in crisis management and how persons with disabilities and their organizations can be engaged is required
  • Experience with disability-disaggregated data collection and analysis, including integrating gender and intersectionality is required.
  • Excellent analytical skills with strong drive for results and capacity to work independently is required 
  • Experience in the United Nations systems is desirable. 
  •  Samples of previous work will be required.

Languages:

  • Fluency in Arabic and English is required.
  • Working knowledge of another official UN language(French) is an asset.
