Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO's office for Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall supervision of the FAO Representative and direct supervision of the Programme Leader and in close coordination with other Units and colleagues in the office, the Technical Coordinator – Gender and Inclusion will carry out the below activities.
Technical Focus
The role focuses on advancing gender equality and broad social inclusion across FAO Lebanon’s portfolio by providing technical guidance to ensure that all programmes meaningfully include and benefit women, youth, persons with disabilities, refugees, and other marginalized groups; developing and implementing gender and inclusion action plans; conducting gender and inclusion analyses; designing inclusive, accessible, and culturally appropriate interventions; building partners’ capacities on gender and inclusion; and monitoring how effectively FAO’s actions reduce barriers and expand equitable participation in agriculture and food systems.
Tasks and responsibilities
Gender and Inclusion:
• Develop and monitor the implementation of FAO Lebanon’s Gender Equality and Social Inclusion (GESI) action plan.
• Provide technical leadership to integrate GESI across all FAO Lebanon programmes and projects, ensuring alignment with FAO corporate policies and donor requirements.
• Conduct gender and inclusion analyses and generate evidence to inform targeting, activity design, and risk mitigation for marginalized groups.
• Support inclusive programme and project design, reviewing concept notes, workplans, logframes, budgets, and ToRs to ensure GESI considerations are embedded and adequately resourced.
• Strengthen staff and partner capacities through training, coaching, and practical tools on gender, youth engagement, disability inclusion, and protection aware approaches.
• Ensure GESI sensitive monitoring and reporting, including integration of sex , age , and disability disaggregated data, inclusive indicators, and feedback from under represented groups.
• Coordinate with government, UN, NGOs, and specialized organizations to harmonize approaches and represent FAO Lebanon in relevant GESI platforms.
• Support inclusive communication and outreach, ensuring activities, events, materials, and beneficiary engagement modalities are accessible and culturally appropriate.
Project Management:
• Participates in the development, implementation, and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation.
• Lead and supervise overall project planning and implementation to ensure technical coherence between different project components; per the approved Project Document and the results-based Annual Work Plan and Budget, and in compliance with FAO procedures and Resource Partners’ requirements
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Establish and strengthen working relations with various stakeholders for effective implementation of programme activities, and ensure adequate information flow, discussions, and feedback among the various stakeholders of the project.
• Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Assists in thematic area policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
• Support the establishment of a robust M&E system and ensure strong learning, communication, and knowledge management within the project team and with wider stakeholders
• Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, project activity reports, etc.
• Prepare timely periodic programme progress and financial reports (including budget revisions if necessary) with adequate technical input and coordination with other units.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Supervise project technical and support personnel.
• Perform other related duties and activities as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University Degree in social sciences, gender studies/gender and development, social inclusion/social policy, or a related field.
• Minimum of 8 years of relevant experience in gender equality and social inclusion mainstreaming in development or humanitarian programmes and proven experience in designing, implementing or monitoring gender-responsive and inclusive action plans, interventions, and analyses.
• Working knowledge (level C) of English and Arabic
• National of Lebanon.
Technical/Functional Skills
• Strong technical knowledge of gender equality and social inclusion (GESI) principles, approaches, and international standards.
• Demonstrated ability to conduct gender and inclusion analyses, vulnerability assessments, and barrier analyses.
• Proven experience integrating GESI considerations into programme and project design, including logframes, indicators, budgets, and ToRs.
• Solid understanding of agriculture, rural development, and food systems from an inclusion perspective.
• Ability to design and deliver capacity building for staff, partners, and institutions on gender and inclusion topics.
• Experience in inclusive MEAL, including development of GESI-sensitive indicators and collection/analysis of sex-, age-, and disability-disaggregated data.
• Strong skills in ensuring inclusive, accessible, and culturally appropriate outreach, training, and beneficiary engagement.
• Knowledge of protection principles, do no harm, and accountability to affected populations (AAP) within development or humanitarian contexts.
• Ability to develop guidance materials, tools, and practical checklists for mainstreaming gender and inclusion in field activities.
• Strong coordination and partnership skills with government, UN agencies, NGOs, and community groups, especially those focused on women, youth, disability, or social inclusion.
• Excellent analytical, communication, and report writing skills, including translating technical GESI requirements into operational actions.

Selection Criteria
• Experience with a UN Agency or International NGO is desirable.
• Familiarity with computers and Microsoft Suite.
• Strong analytical and problem-solving skills with the ability to work in complex, multi-stakeholder environments. Proven experience in partnership development, capacity building, and knowledge management. Understanding of agricultural production systems, value chains, and rural development dynamics. Familiarity with international development practices and donor procedures is an asset.
• Excellent communication and interpersonal skills with demonstrated ability to work effectively in multicultural teams and communicate complex financial concepts to diverse audiences. Proficiency in written and spoken English is required. Knowledge of other relevant languages is an advantage
