ORGANIZATIONAL CONTEXT:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build pathways to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. WFP’s mission is to achieve Zero Hunger in line with Sustainable Development Goal 2.
In Cambodia, WFP implements its Country Strategic Plan (CSP) 2024–2028 in alignment with national priorities and in close partnership with the Royal Government of Cambodia (RGC). The CSP focuses on: (i) saving lives and protecting livelihoods in emergency contexts; (ii) strengthening shock-responsive systems, resilience and disaster risk management; and (iii) enhancing food security, nutrition and social protection systems. Under the CSP, WFP has a mandate to provide timely emergency assistance while supporting early recovery and resilience-building for communities affected by shocks, including conflict, displacement and market disruption.
Following the escalation of conflict along the Cambodia–Thailand border in mid-2025, WFP Cambodia is implementing a nutrition-sensitive Food Assistance for Assets (FFA) project to support post-conflict recovery in border-affected provinces. The project combines emergency food and voucher-based assistance with community-led rehabilitation of critical infrastructure and livelihood restoration, prioritising vulnerable displaced populations and migrant returnees. Implementation is aligned with WFP’s leadership role in humanitarian coordination through the Humanitarian Response Forum (HRF) and in close coordination with national and sub-national authorities.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
The border conflict triggered large-scale displacement, disruption of markets, damage to community infrastructure and loss of livelihoods, particularly in provinces such as Oddar Meanchey. Although many displaced households have returned, they face damaged assets, limited income opportunities and ongoing protection and safety concerns. The proposed FFA project responds to these challenges by providing time-bound emergency support while enabling affected communities to rehabilitate essential assets such as roads, schools, irrigation and water systems.
Within this context, WFP seeks to engage a Field Coordinator to support the effective field-level coordination and implementation of the FFA project in designated target areas. The position will play a critical role in ensuring the timely, accountable and high-quality delivery of project activities, including cash-for-work modalities, voucher-based assistance, in-kind food distributions (fortified rice), coordination with suppliers and service providers, and close collaboration with local authorities, community structures and WFP internal units.
The overall purpose of the assignment is to coordinate and monitor FFA project activities at field level, ensuring alignment with approved project design, WFP policies, and operational standards, while contributing to emergency response objectives under WFP Cambodia’s CSP.
SPECIFIC POST REQUIREMENTS:
Under the direct supervision of the Programme Policy Officer – Disaster Risk Management and in close collaboration with relevant WFP units, the Field Coordinator will be responsible for the following duties:

Knowledge and Skills:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A university degree in civil engineering, construction management, infrastructure development, development studies, social sciences, agriculture, economics, logistics, project management or another relevant field is desirable.
Languages: Fluency in both oral and written communication in Khmer and English.
