SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
ABOUT MYANMAR MISSION
Solidarités International (SI) is operating in Myanmar since May 2008. SI’s current programs in Myanmar include:
The Deputy Field Coordinator for Programs oversees Program and MEAL teams across 3 locations in Northern Myanmar. The portfolio of projects includes finalisation of EQ response, multisectoral emergency response and food security recovery projects across a diversity of donors. Most of these programs are implemented through partners with technical support from SI. Under the direct supervision of the Field Coordinator (FC), the Deputy Field Coordinator for Programs (Deputy FC – Programs) ensures the effective implementation, quality, coherence, and strategic alignment of all Solidarités International (SI) programs in Great North Myanmar (GNM).
He/She provides leadership to program teams, ensures coordination between departments, as well as with partners, and contributes to the design and development of new projects in line with SI’s strategic framework and humanitarian principles.
S/He is taking a leading role in SI operational engagement ensuring alignment with donors and SI requirements and provides technical and operational support to ensure delivery of timely, relevant and high-quality interventions through partners or through direct implementation.
The Deputy FC Programs works in close collaboration with the Programs Coordination team led by Deputy Country-Director for Programs and the Technical Coordinators (WaSH, MEAL) based in Yangon.
S/he also supports the Field Coordinator (FC) in representing tasks in external meetings under FC delegation that fall within their level of responsibility.
ISSUE & SEPCIFIC CHALLENGES:
- Partnership management and ensuring programmatic quality and timely implementation
- Remote management with limited access to the field
- Recent restructuring of the area/ base
PRIORITIES ON THE 2-3 FIRST MONTHS
- Ensuring timely implementation of ongoing projects
- Strengthening partnership management framework and strategy
- Strengthening split of roles between MEAL and Program teams
STUDIES: Master's degree in international relations, History, Humanitarian or Development studies or an equivalent.
EXPERIENCES:
- 3-4 years in humanitarian sectors
- Minimum 2 years on similar positions
TECHNICAL SKILLS:
- Project cycle management.
- Proposal Development
- Partnership Management
TRANSVERSAL SKILLS:
- Excellent management skills and internal communication and coordination
- Staff Capacity Buidling
- Organization and Prioritization of high volume of project follow up
LANGUAGES:
- Fluency in English
- Burmese is asset
A salaried position: Depending on experience, from EUR 2475 gross per month (2250 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 600 USD.
SI also covers accommodation and travel expenses between the expatriate's home country and place of assignment.
Breaks: During the mission, a system of alternating work and vacations is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). These breaks are supplemented by an extra day off for each month worked.
Social and medical coverage: Expatriates are covered by an insurance policy that reimburses all healthcare costs (including medical and surgical expenses, dental and eye care, repatriation) and a contingency plan that includes war risks. Essential vaccinations and anti-malaria treatments are reimbursed.
Living Condition: The position will be based in Yangon with visits to field offices in Mandalay and Sittwe. In Yangon, living conditions are very good, all commodities can be found (supermarket, restaurant, live entertainement, sports clubs and gyms. There are no restrictions on transportation and expatriates usually walk or bike to the office. The position will be housed in the SI guesthouse close to all amenities.
