Task Description
Within the delegated authority and under the supervision of PME Specialist or his/her designated mandated representative(s), the UNV M&E Specialist will perform the following key duties and tasks: 1.0 Support Integrated Monitoring and Evaluation Plan (IMEP) • Support the implementation of research, studies, and evaluations under the IMEP ensuring quality data collection and effective coordination with partners including UNICEF staff • Review the Terms of Reference (ToRs) and data collection methodologies for surveys / studies planned for 2026, and provide timely technical inputs • Liaise with the National Statistics Bureau and other relevant partners to ensure that UNICEF’s inputs are incorporated into government data collection plans for relevant surveys and research, including those supported by UNICEF and other joint initiatives such as the census. 2.0 Coordination of Emergency Preparedness and Disaster Risk Reduction: • Support coordination of emergency preparedness, including implementation of the 2026 Emergency Preparedness Plan. • Support preparation of Situation Reports (SitReps) and liaise with the Regional Office (RO) emergency section on all matters related to humanitarian reporting requirements. • Coordinate with relevant sections, the Regional Office and government partners on disaster risk reduction (DRR) and emergency preparedness activities. • Participate in DRR and emergency preparedness workshops and meetings, including simulation exercises organised by the government, and ensure that UNICEF inputs are provided in a timely manner. 3.0 Programme Performance and Field Monitoring • Support the selection and refinement of programme performance indicators, including those in the Programme Document, ensuring alignment with the IMEP, Annual Management Plans, and Work Plans. • Support year-end reviews and reporting, including RAM. • Review field monitoring reports and contribute to the preparation of analytical summaries to inform programme performance reviews. • Monitor and track follow-up actions arising from performance reviews, management decisions, and evaluation recommendations. • Support the design of online monitoring systems and integration of Country Office (CO) dashboards, aligned with global monitoring frameworks. 4.0 Evaluation • Support the development of evaluation Terms of Reference (ToRs) and evaluation designs. • Provide technical support to ensure evaluations meet UNICEF quality standards, including seeking external expertise where required. • Provide technical feedback on draft evaluation reports to strengthen methodological rigour and clarity of findings. • Support dissemination of evaluation findings and liaise with relevant programme sections to ensure that management responses are completed and recorded in a timely manner. • Ensure that electronic copies of all evaluations are properly submitted, archived and accessible. 5. Any other related tasks may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible • IMEP is implemented with partners, integrating quality research, evaluation, and data collection activities • Emergency preparedness and response coordinated and strengthened. • Programme performance and field monitoring strengthenedCompetencies and values

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
