Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. This goal will be achieved by implementing quality programmes and projects and influencing decision-makers and key stakeholders to make the required changes.

The Opportunity

The Monitoring, Evaluation, and Reporting (MER) Specialist will play a key role in ensuring the achievement of the programme objectives, which relate to the accountable and measurable impact of YPII programme implementation. S/he is accountable for the successful implementation of CS5 organizational objective. S/he will support the Program Support Unit Team Leader and the country leadership team in striving to strengthen YPII’s position as one of the leading organisations working to promote girls’ rights and agency by strengthening monitoring, evaluation, and knowledge management for accountability and measurable impact through providing robust data/information on decision-making.

Lead the monitoring, evaluation, and reporting (MER) functions for the Google-funded project by developing and implementing the project’s MER framework, including indicators, targets, and data collection tools aligned with donor and Plan Indonesia requirements. The role ensures data quality, accuracy, and integrity through regular monitoring, verification, and analysis of project performance data. The MER Specialist oversees baseline, endline, and periodic assessments, supports implementing partners and stakeholders in strengthening data collection and reporting systems, and prepares high-quality narrative and quantitative reports.

The position also generates insights and evidence to inform adaptive management, learning, and continuous improvement of project implementation. Provide strategic monitoring and reporting support to the Youth Engagement Unit, ensuring meaningful youth participation data is captured, analyzed, and reflected in reports.

Key Responsibility :

1.Program Planning, Design, and Development

  • Develop M&E framework / Theory of Change, in collaboration with PQDP and RMER for proposal development. Responsible for development of the Indicator Tracking Table (ITT), liaise and coordinate with Programme and Project Manager to ensure that Programmes/Projects M&E
  • Framework, ITT and quarterly as well as annual plan are in place based on the Programme/Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Programme/Project Team
  • Leads the development of monitoring and evaluation plans as well as tools of YPII programmes and projects, ensuring quality of baseline data, availability of risks registry, monitoring activities and evaluability criteria as per the programmes/projects theory of change, gender transformative approach, CS5 and Plan International Area of Global Distinctiveness (AoGDs).
  • Conducts and/or provides support to programmes/projects monitoring activities as requested by Programme Managers, including support to select M&E consultants and provide mentoring to implementing partners.
  • Works under the technical supports from Program Support Unit Team Leader to provide oversight to programmes and projects research tools and analysis for M&E.

2. Quality Monitoring and Evaluation Reporting

  • Collects and coordinates data collection required for the timely submission of M&E reports of programme and projects for CO quarterly and annual report to Regional and Global Hub, Donors and NOs, including managing the database and dashboard to monitor monthly, quarterly, and annual progress.
  • Maintain the quality of data collection and tools to capture change to monitor/track programme and project impacts to reach the targeted result e.g national target of 1 million girls.
  • Supports and provides inputs for programme/projects and humanitarian response’s data collection and analysis for donor reporting.
  • Conduct regular monitoring of project deliverables, facilitate discussion and coordination between stakeholders, partners, and project participants
  • Analyze data to assess program performance, trends, and areas for improvement. Prepare monitoring reports, dashboards, and presentations to communicate progress to the program team, donors, and stakeholders.
  • Ensures the utilization of PMERL or any IT-based platform for M&E is well developed and functional to generate a timely report.
  • Develop or contribute to Terms of Reference (ToR) for internal or external evaluators, ensuring clarity of purpose and deliverables. Collaborate with evaluation teams to integrate findings into program learning and decision-making. Ensure operationalization of the project M&E framework by translating indicators into data collection tools and protocols.
  • Supervise and monitor the baseline and end-line reporting process to ensure the feedback loops.
  • Oversee the development of comprehensive evaluation reports, ensuring quality, clarity, and adherence to donor guidelines

3. Learning and Outreach

  • Manage and facilitate capacity building, workshop and mentoring for YPII Staff and partners on MER related.
  • Actively involves in Plan International Regional and Global Hub exercise to strengthen MER tools, ensuring knowledge sharing and cascade of information to CO, PSO and PIA on Plan International standards and guidelines on M&E.
  • Participates in M&E related events to present YPII as requested by supervisor to establish networks and learn from M&E community of practice.
  • Ensure the mechanisms for feedback, learning, and adaptation into program design (e.g., participatory reviews, real-time monitoring). Able to provide data-driven insights and lessons learned from previous or ongoing projects to inform planning.
  • Support the project / program team to develop and implement project data-based advocacy messages and campaign planning in collaboration with the technical team and other relevant teams/partners.
  • Support the development of quality knowledge products as part of learning and strengthening Plan Indonesia’s thought NGO on children and youth-focused organization.
  • Responsible for maintaining a database of program/project progress tracking and data achievements, including showcasing the data to internal and external audiences, supporting to development of annual reports, government reports, and any other reports.
  • Archive project document, lessons learnt, stories in the organization platform as knowledge management
  • Support the project team to seek innovation and put in place improved learning practices within and outside the program

4. Safeguarding of Children and Young People

  • Carrying out YPII Safeguarding and PSHEA principles and standards applied in each scope of Monitoring, Evaluation, Research, and Learning, for example: all MERL initiatives must first make a Risk Analysis and Mitigation, ensure that each data/information taken has approval through an Informed Consent sheet, ensure there is a budget needed related to safeguarding in every MERL initiation, ensuring that all partners sign and are committed to implementing the Safeguarding Policy, and a feedback mechanism related to safeguarding.
  • Carry out regular evaluations of safeguarding implementation within the scope of Monitoring,
  • Evaluation, Research, and Learning, which involve participatory staff and Program Participants.
  • Conduct behaviour that reflects commitment to building professionalism, a culture of protection, prevention of violence, and the attitude to have the courage to report any form of violence against children and program participants, and participate in regular evaluations through the Annual Appraisal related to safeguarding with supervisors.
  • Completed face-to-face induction and/or Safeguarding training and refresher training through the Plan Academy platform and promptly recertified.

Requirements for The Role:

Essential

  • Bachelor's degree in social science, statistics, public health and any related field.
  • At least 3 years of experience in project M&E, with practical knowledge of Results-Based Management and Theory of Change. Experience in working on M&E focusing on health is an advantage.
  • Well-informed on the trends and development in M&E, evaluation for impact, and state-of-the-art methodology for measuring development projects (both quantitative and qualitative).
  • Possess knowledge and skill in research methodology and data collection for baseline and evaluation.
  • Demonstrated experience and skills in project reporting, knowledge management, and learning process.
  • Good analytical skills.
  • Well-informed about methods to capture change/results of project implementation.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing.
  • Possess good judgement to deal with conflict.
  • Able to work both in team and independently with minimum supervision.

Desirable

  • Masters/postgraduate degree in statistics and/or social science or relevant field for MERL.
  • Over 5 years of experience working on M&E.
  • Knowledge on IT-based/Management Information Systems for M&E.
  • Experience in M&E for development projects focusing on humanitarian response and/or public health, water and sanitation and gender equality.

Location: The duty station is at the Country Office in Jakarta, with a hybrid (YPII currently applies a mix of Working from Home and Working from Office) working arrangement and possible travel to project implementation areas as required.
