Job Description

Purpose of the Consultancy

The Monitoring and Evaluation (M&E) Consultant will work in close collaboration with the YPS technical consultant and the unit team. S/he will support the smooth implementation of the YPS agenda within the MOY structure in Jordan, which in return contributes to the implementation of the Jordanian National Action Plan on Youth, Peace, and Security (YPS JoNAP), the National Youth Strategy, and the Arab Strategy on Youth, Peace, and Security.

Scope of Work / Key Tasks

The M&E technical consultant will provide specialized technical assistance to UNFPA in supporting the implementation, monitoring, and evaluation of the Jordanian National Action Plan on Youth, Peace, and Security 2025–2027 (YPS JoNAP)Conduct a stakeholder mapping exercise and design a comprehensive stakeholder engagement strategy for the YPS JoNAP.

Program Monitoring:

  • The consultant will facilitate the Analysis of the YPS's newly established M&E system and its relevant indicators.
  • Develop a clear and measurable system for tracking progress and evaluating the impact of the YPS-JoNAP initiatives, program activities, and results.
  • Ensure seamless integration with the MoY's existing M&E system to facilitate data collection and reporting.
  • Establish key performance indicators (KPIs) specifically tailored to the YPS-JoNAP logical framework and targets to monitor project progress effectively.

Evaluation and Reporting:

  • The consultant will design and execute evaluations, including baseline, midline, and endline assessments of programs and share this with UNFPA.
  • Document lessons learned and best practices to improve program effectiveness and scalability and share this with UNFPA.

Data Management and Analysis:

  • The consultant will analyze trends and create visual presentations (e.g., charts, graphs) for stakeholders and share this with UNFPA.
  • Provide actionable insights based on data analysis to inform decision-making and program adjustments.

Capacity Building:

  • The consultant will provide 4-6 training sessions for program staff and stakeholders on M&E tools, methodologies, and best practices.
  • Provide technical support to build capacity for effective monitoring and evaluation across the MOY team.

Stakeholder Engagement:

  • The consultant will collaborate with project teams, government agencies, and other partners to align M&E efforts with program goals.
  • Engage with external evaluators and consultants to ensure quality and consistency in evaluation processes upon UNFPA guidance.

Compliance and Quality Assurance:

  • Ensure all M&E activities align with organizational, donor, and international standards and UNFPA mandate.

Ad-Hoc Support:

  • Work with the UNFPA team in proposal development by providing M&E components, including logframes and indicators.

7 months – expected start date: June 2026

Deliverables and Work Modalities

Monthly progress report delivered in electronic format such as word or excel. Th the report shall be successfully certified by UNFPA every month to liquidate monthly payments

Monitoring and Reporting

  • Regular meetings and reports as requested by UNFPA Jordan. 
  • Monthly performance assessment in accordance with the scope of work.
  • A final report summarizing the overall activities and the contributions to the YPS Unit and the national agenda will be submitted.

Supervision

The candidate will be reporting to the Youth Analyst, UNFPA Jordan Country Office,  and working closely with the MOY team.

Required Qualifications and Competencies

These criteria include appointing a professional equipped with the technical knowledge and competencies to translate into practice within the context and mandate of the YPS agenda.

  • An advanced university degree (Master’s degree or higher) with at least 2 years of demonstrated experience in development studies, research methods, knowledge management, statistics, economics, social sciences, public policy, monitoring and evaluation, or another relevant field; or a Bachelor’s degree in a relevant field, with at least 4 years of demonstrated experience in the relevant field as specified above.
  • Proficiency in current office software applications and corporate IT systems.
  • Knowledge and awareness of the YPS context in Jordan is an asset.
  • Required Skills:

  • Strong communication, negotiation, and representational abilities, with the ability to convey technical information clearly to professional audiences.
  • Proficiency in quantitative and qualitative data analysis, including intermediate statistics and advanced Excel for data management and reporting.
  • Expertise in developing and refining data collection tools, along with a solid foundation in participatory research methodologies.
  • Competence in planning and managing surveys, with a focus on practical application and tool development.
  • Effective program/project management and coordination skills, combined with excellent time management abilities
  • Fluency in Arabic and English is essential for effective communication with stakeholders and donors.
  • Core Competencies:

  • Strategic planning expertise, including indicator selection, target setting, reporting, and database management for performance measurement.
  • Proven ability to facilitate adaptive management through evidence-based decision-making.
  • Analytical mindset with the capacity to synthesize and interpret diverse data sets and apply qualitative methodologies effectively.

  • The consultant will utilize their own equipment.
  • Office space will be provided by MoY.
