Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (USG). FHI 360 is seeking applications from qualified Colombians for a Maternal, Neonatal, and Child Health (MNCH) Technical Director (TD) for the EpiC Project in Colombia, focused on improving, maternal, newborn, child health, and immunization outcomes by increasing use and access to high quality services.

Job Summary:

The Technical Director (TD) will work under the supervision of the EpiC Project Director and will provide strategic leadership and technical expertise to the implementation of the MNCH project in Colombia. The TD establishes and continually refines MNCH technical frameworks, approaches, and tools; leads evidence-based technical assistance for programming; and ensures alignment with national and international health standards. The TD will work closely with FHI 360 global team, United States Government (USG) personnel in Colombia, implementing partners, and the Ministry of Health (MOH) to ensure timely development of workplans and monitor all technical aspects of the EpiC MNCH project from initiation through delivery. The TD also contributes to global thought leadership, supervises technical staff, and ensures that all technical activities meet donor, government, and FHI 360 requirements. The position will be based in Bogotá, Colombia and will report to the EpiC Project Director in Bogotá.

Accountabilities:

  • Provide overall technical leadership and expertise in the development and implementation of strategies to improve health outcomes through strengthened maternal, newborn, and child health services.
  • Serve as the primary point of contact and collaboration for the EpiC technical team and in-country stakeholders, including US Department of State (DOS), implementation partners, MOH, and other key stakeholders
  • Provide technical direction to evidence-based planning, and implementation of facility and community level interventions, based on local and global best practices and in alignment with approved life-saving interventions.
  • Lead the planning of all MNCH project activities and set high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines.
  • Collaborate with the MEL Officer to contribute to the finalization and submission of project work plans, and quarterly, annual, and other reports.
  • Support the recruitment, orientation and supervision of technical staff.
  • Collaborate with cross functional groups on matters concerning staff development that leverage international staff to mentor local staff, to maintain project accountability and scale in the short term and fast track capacity building for the long term.
  • Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • Oversees the MNCH technical monitoring and assistance provided to subrecipients to ensure grant activities are aligned with EpiC technical guidance and activities meet quality standards. Attend informative events related to the subject matter or region of a project to network and learn information that could be valuable to project activities. Support knowledge management within the project, including the capture and articulation of success stories, best practice and lessons learned.
  • Perform other duties as assigned.

Supervision Given/Received:

  • Assists in setting goals and budgets for projects and leads the project in achieving strategic goals.
  • Leads coordination of resources for ongoing projects across functional areas and addresses/resolves issues.
  • Reports to the EpiC Colombia Project Director.
  • Supervises the EpiC Senior MNCH Officers.

Education: **

  • Master’s Degree or its International Equivalent in Public Health or a Related Field.
  • Clinical training as a medical doctor or nurse preferred.

Experience: **

  • Typically requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).
  • Prior work experience in a non-governmental organization (NGO) is preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 30%

The expected hiring salary range for this role is COP 240,000,000 - 290,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
