Organizational Context and Scope
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Mobility Pathways & Inclusion (DMPI), and specifically the Movement, Resettlement and Labour Pathways Division has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.
Under the direct supervision of the Chief, Global and Domestic Programmes, and in coordination with Director, Migration Health and the Head, Resettlement and Movement Management, the Global Program Coordinator (United States Refugee Admission Program (USRAP)) has an overall responsibility and accountability for all USRAP resettlement activities undertaken by IOM globally.
Required Qualifications and Experience
Education
• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with fifteen years of relevant professional experience.
Experience
• Fifteen years of progressively responsible experience in management movement operations, resettlement programming or complex field operations;
• Significant management experience at a senior level (for example, project manager, chief of mission);
• Extensive experience working in diverse working environments and field locations;
• Experience in project cycle management (emphasis on USRAP an advantage);
• Experience serving as a donor liaison and writing donor reports; and,
• Experience managing staff at various levels and from a range of cultural backgrounds, including teams of international staff and remote staff.
Skills
• Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors;
• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
• Excellent computer skills and a high level of proficiency in spreadsheet and database applications;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners; and,
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
