Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Mobility Pathways & Inclusion (DMPI), and specifically the Movement, Resettlement and Labour Pathways Division has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.

Under the direct supervision of the Chief, Global and Domestic Programmes, and in coordination with Director, Migration Health and the Head, Resettlement and Movement Management, the Global Program Coordinator (United States Refugee Admission Program (USRAP)) has an overall responsibility and accountability for all USRAP resettlement activities undertaken by IOM globally.   

1. Serve as the primary liaison between IOM and leadership of the Refugee Processing Office of the Bureau of Population, Refugees and Migration (PRM) in the United States Department of State (DoS) in overseeing, planning and implementing IOM support to the USRAP.
2. Lead and serve as the primary IOM liaison on USRAP activities between the US government, IOM Headquarters US resettlement agencies, US Citizenship and Immigration Services (USCIS), the Department of Health and Human Services, Office of Refugee Resettlement (ORR).
3. Coordinate activities with the relevant DMPI Divisions and Units to ensure their liaison functions vis-à-vis the United Nations High Commissioner for Refugees (UNHCR) leadership in Geneva; as well as the leadership of the US Center for Disease Control (CDC).
4. Coordinate among various IOM Departments of Headquarters and Country Offices to ensure effective and high-quality resettlement service delivery to USRAP. In this capacity, engage in high-level dialogue about resettlement activities planning, projections and potential challenges globally.
5. Set standards and develop protocols, tools, integrity and training guidelines that ensure IOM USRAP activities maintain effective service delivery and ensure innovation and improvement as required.
6. Communicate with PRM leadership on the establishment of new USRAP processing sites, the expansion and reduction of USRAP activities, long-term strategies related to upsizing, downsizing and restructuring and any issues pertinent to management of the USRAP.
7. Keep the Chief of Domestic and Global Programs, Director of Movements, Resettlement and Labor Pathways Division, (MRLP), relevant IOM Headquarters Divisions and Country Offices fully informed on a regular basis of current and upcoming USRAP programme and policy developments affecting established or planned activities and initiatives. Provide guidance on admissions levels to USRAP Project Managers.
8. Oversee and ensure implementation of the USRAP Integrity & Compliance Guide across all IOM USRAP activities and ensure timely reporting of fraud and malfeasance incidents to IOM Office Internal Oversight (OIO) and PRM/State Department in line with the IOM-State Department MOU.
9. Represent IOM on global USRAP activities in meetings, international conferences and workshops and internally.
10. Lead the Global USRAP Budget Management process and coordinate global USRAP budgets throughout the year.
11. Oversee the timely and quality submission of project and expansion proposals to PRM.
12. Supervise relevant USRAP staff in the IOM Washington, D.C. Office and at US based airports or other locations within the United States and/or assigned to the USRAP Global Structure.
13. Ensure the implementation of the RMM/USRAP job architecture and standardization at IOM RSC and POE sites, the review and downsizing, upsizing or restructuring of relevant USRAP projects as needed, and talent management-related functions affecting staff members throughout USRAP projects.
14. Ensure proper management oversight, compliance and monitoring of the US-based travel loan programme.
15. Oversee, guide and ensure systematic monitoring of RMM/USRAP field operations for effective service delivery and makes recommendations for improvement as required.
16. Provide strategic input to ICT on the technical needs for USRAP global programming.
17. In close coordination with DMPI and the Department of Human Resources, promote the development of IOM staff servicing RMM/USRAP programme activities globally. Ensure the next generation of IOM staff members are skilled in the area of resettlement through staff development programmes and succession planning.
18. Undertake duty travel to represent IOM at senior level and to oversee and guide the strategic implementation of the USRAP globally, including assessments, high‑level liaison, resolution of complex programme issues, and engagement in senior‑level programme fora.
19. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with fifteen years of relevant professional experience.

Experience

• Fifteen years of progressively responsible experience in management movement operations, resettlement programming or complex field operations;
• Significant management experience at a senior level (for example, project manager, chief of mission);
• Extensive experience working in diverse working environments and field locations;
• Experience in project cycle management (emphasis on USRAP an advantage);
• Experience serving as a donor liaison and writing donor reports; and,
• Experience managing staff at various levels and from a range of cultural backgrounds, including teams of international staff and remote staff.

Skills

• Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors;
• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
• Excellent computer skills and a high level of proficiency in spreadsheet and database applications;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners; and,
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
