Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

• Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
• Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
• Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
• Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

With a total gross domestic product (GDP) of over USD 430 billion, Bangladesh is the second-largest economy in South Asia. Between 2000 and 2019, Bangladesh’s economy registered high GDP growth, averaging around 6% per annum. During this period, there were several notable improvements across different socioeconomic indicators, putting the country on track for a formal graduation from the group of least developed countries (LDCs) in 2026. Bangladesh’s score on the human development index (HDI) increased from 0.49 in 2000 to 0.68, placing it among countries categorized as medium human development. The national poverty rate fell from over 48% in 2000 to less than 19% in 2022. 

Despite the progress, Bangladesh faces several development challenges, and with the current trend, the country is unlikely to meet several Sustainable Development Goals (SDGs). Even before the political crisis in 2024, Bangladesh was grappling with double-digit inflation. According to the latest estimate, GDP is expected to grow by 3.7% in 2025, much slower than the GDP growth in the past. Without an uptick in private investment, the economy cannot diversify, a necessary condition for creating decent jobs. With low social spending and weak capacities, the government is constrained from providing quality services to the people. Bangladesh is also one of the most vulnerable countries to climate change and is prone to natural hazards, including climate-induced disasters.   

As the UN’s development agency, UNDP has been in Bangladesh since 1972, promoting democratic governance, climate adaptation, environmental protection and inclusive growth and, helping the country to achieve equitable and sustainable development. UNDP has been a close partner of Bangladesh in co-designing policy solutions, building national capacities, and promoting innovations to help meet its developmental aspirations.   

The Operations Team in UNDP Bangladesh supports the achievement of UNDP strategic objectives to create a world where people and planet thrive together. It enables the Country Office to operate at scale, managing programmes that reach over 50 million people across the country, addressing urgent national challenges and contributing to global development priorities. Operations staff provide guidance and support in implementing operational strategies, ensuring smooth coordination, resource management, and service delivery not only within UNDP but also to partner agencies as required. Led by the Operations Advisor, the Operations Team manages and strengthens core operational functions, including administrative support, procurement, finance, human resources, ICT, and security. The team ensures that operational processes are effective, compliant, and responsive, enabling programme teams across Bangladesh to deliver results efficiently and sustain impact at a national level.

Under the overall guidance of the Operations Manager and direct supervision of the Administrative Analyst (Head of General Admin and Logistics), the Driver provides reliable and efficient transportation  services ensuring high quality, safety, and accuracy of work. 

The role ensures full compliance with UN safety standards, contributes to cost-effective vehicle management, and supports administrative and messenger functions. The Driver is expected to demonstrate professionalism, discretion, and a strong client-service orientation when interacting with staff, partners, and visitors.

Duties and Responsibilities

Provide  driving services to Country Office and UN other Agency: 

• Ensures provision of reliable and secure driving services by 
  • driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and 
  • meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required. 
• Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports. 
• Ensure proper documentation of assigned vehicle related to operation and maintenance. 
• Ensure traffic rules and regulations are well understood and followed. Avoid unnecessary risks while driving. 
• Ensure all safety and security instructions applicable as per UN Standard are understood and followed. 
• Report any incident pertaining to safety and operational standard of assigned vehicle to supervisor at the earliest. 
• Make judicious decisions in case of any emergency and unusual circumstances. 

Ensure Proper use of vehicle:

• Ensure availability of documents and necessary parts in vehicle such as Vehicle insurance, fitness, logs, map of the city/country, etc. 
• Ensure daily, weekly, periodic and other checks and carry out minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc. 
• Kept vehicle servicing record/registration/fitness and other relevant document for assigned vehicle up-to-date. 
• Maintain vehicle history book for assigned vehicle containing all important data on servicing, repair, changes, modifications etc. 
• Ensure spare tools, First Aid Box, Fire Extinguisher, ALS Items and other Safety & Security items as required in your vehicle are available and in functional condition. 

Provide efficient messenger services focusing on achievement of the following results: 

• Collection and delivery of mail and other materials as required from and to the post office, government agencies and other institutions. 
• Sorting, delivery and pick up of mail from various offices; maintenance of records. 
• Packaging/packing of material received for dispatch; labeling, inserting material in envelopes and franking outgoing mail.

Operational Support and Flexibility

• Support vehicle scheduling and coordination when needed 
• Use basic digital tools such as GPS navigation and fleet systems 
• Perform other duties as assigned to support office operations
• Support the coordination of driver schedules and vehicle assignments, including maintaining and updating driver rosters in consultation with the supervisor

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement 

Under Direct supervision of Head of Administration & Logistics and under overall guidance of Operations Advisor, the Driver provides efficient transport support to UNDP CO, Project and other UN agencies.

Required Skills and Experience

Education:

• Secondary Education (School Certificate (SSC) Passed) with a valid driver’s license is required. 

Experience:

• Minimum of 3 years  (with secondary education) of work experience as a driver with a safe driving record is required.

Required Skills:

• DDT (Defensive Driving Training).

Desired Skills:

• Experience in vehicle management and maintenance. 
• Provene experience and knowledge of driving rules and regulations of Bangladesh.
• Basic elementary knowledge of motor machines.
• Ability to use GPS and basic digital tools 
• Experience in supporting driver scheduling, maintaining duty rosters, or coordinating vehicle assignments
• Experience in minor repairing, particularly on common issues related to vehicle breakdown during road trips.
• Experience in working at development sector/public sector will be added advantage.
• Previous working experience in UN, International Organization or Embassy is desirable.
• Experience in preparation and monitoring of vehicle data reports (maintenance, fuel consumption and similar).

Required Language:

• Fluency in English and Bangla is required.
