What You'll DoRTI is seeking the Public-Private Stakeholder Engagement (PPSE) Advisor for the project in Philippines. The PPSE Advisor will foster, maintain, and manage relationships between government agencies (public sector) and private sector entities, civil society, and other key stakeholders. This role ensures collaboration, manages expectations, mitigates risks, and enhances the success of joint projects, such as Public-Private Partnerships (PPPs) and multi-stakeholder engagement activities. Essential Duties: Strategic Engagement Planning: The PPSE Advisor will develop and implement comprehensive, long-term stakeholder engagement strategies, frameworks, and action plans in collaboration with the Department of Energy and its partner agencies related to the implementation of Energy Secure Philippines Project. Under the guidance of the Energy Secure Philippines Project’s Chief of Party, the PPSE Advisor will also forge interagency partnerships in support of the Philippine Development Plan and Philippine Energy Plan. Relationship Management: The PPSE Advisor will lead in building and maintaining strong, proactive relationships with key stakeholders, including government officials, private investors, civil society, and community groups. Facilitating Dialogue: Acting as a neutral, trusted platform for dialogue, the PPSE Advisor will address contentious issues, and mitigate reputation risks with guidance from the Chief of Party and the focal representatives of government partners as needed. Policy and Advocacy: Provide inputs on policy, conduct research, and advocate for environments that support successful PPPs. Communication Strategy: Design tailored communications to inform, consult, and collaborate with stakeholders aligned with the Energy Secure Philippines Project Work Plan. Team Leadership: Manage a team of outreach and engagement professionals during major events, workshops and capacity building seminars, led by the Energy Secure Philippines and/or government counterparts.Disclosure: This role is contingent upon successful project award What You'll NeedMinimum Required Education & Experience Bachelor's Degree and 15 years of experience, Master's degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience. Skills & AbilitiesExpertise in PPPs: More than 10 years of work experience and with deep understanding of the public-private partnership of the energy sector in the Philippines, including garnering support from the press during high-level event launch and press conferences. Communication Skills: Expert in written and verbal communication, negotiation, and conflict-resolution skills. Strategic Thinking: Ability to map and analyze stakeholder influence, expectations, and impacts on projects.Leadership Experience: Experience managing teams in multicultural or complex environments under projects funded by international funding institutionsResponsibilities
