UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Based on UN Women Mandate and Strategic Plan, the Regional Office for Asia and the Pacific is tasked with providing strategic programme development, policy and technical advisory services and quality assurance support to Multi-Country Offices and Country Offices and country presence. It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.
UN Women Regional Office for Asia and the Pacific (ROAP), through its Governance, Peace and Security (GPS) Unit, leads policy and programme development and implementation in the areas of women’s leadership and decision-making and the advancement of the Women, Peace and Security (WPS) agenda. This includes supporting peace building initiatives; facilitating the development, implementation, and monitoring of National and Regional Action Plans on WPS; promoting gender-responsive security sector reform; and advancing emerging and non-traditional WPS priorities such as Gender, Climate, Peace and Security and Women, Peace and Cybersecurity. The GPS Unit applies an intersectional approach across its work, with a strong focus on disability inclusion, youth engagement, and the meaningful engagement of men and boys as allies in advancing gender equality and sustainable peace. In line with CEDAW General Recommendation No. 40 on the equal and inclusive representation of women in decision-making systems, the GPS Unit supports women leaders and women-led organizations to strengthen their participation, influence, and leadership across political, peace building, and governance processes.
In this context, UN Women ROAP seeks to recruit an International Consultant to lead monitoring, evaluation, and reporting for the GPS Unit, and to provide technical support to programme implementation and policy work on Governance, Peace and Security across the Asia-Pacific region.
The consultant will be reporting to Policy and Programme Specialist, Governance Peace and Security and will be supported by Programme Associate, who will be the point of contact on the contract and payment issues.
Duties and Responsibilities
Reporting to the Policy and Programme Specialist on Governance, Peace and Security, the International Consultant will undertake the following tasks:
Lead the monitoring, evaluation, and reporting, including elaborating Programme Monitoring Frameworks in alignment with the UN Women ROAP Strategic Note; coordinating inputs from team members; tracking progress against indicators and targets; leading innovative monitoring approaches to strengthen results and impact; supporting partner monitoring processes; and leading the development of Terms of Reference for, and overseeing the implementation of, light reviews and evaluations.
Provide technical support for the development of new areas of work on Governance, Peace and Security in the Asia-Pacific region, including the preparation of Concept Notes and Project Documents in accordance with the UN Women Strategic Plan, the UN Women ROAP Strategic Note, internal tools and systems (including PRISM), and donor agreements. Support the Governance, Peace and Security Team as required, on ASEAN-related technical assistance and coordination requests, which may include the development of ASEAN-focused proposals.

Consultant’s Workplace and Official Travel
The consultant will be office-based in Bangkok, Thailand and will work on a full-time basis. For travel on a mission, if required and agreed upon, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. Travel will be managed following UN Women travel policy. Additionally, the travel costs to and from home to duty station will be covered by UN Women.
