In line with this mission, NORCAP is partnering with the United Nations Mission in South Sudan (UNMISS), which plays a critical role in supporting peace and stability in a complex post-conflict environment. UNMISS is actively working to counter the growing threats posed by misinformation, disinformation, and hate speech (MDH), which undermine peace efforts and endanger lives. The mission is guided by the United Nations Global Principles for Information Integrity, launched in 2024, which promote coordinated international action to make information spaces safer and more humane.
To support this vital work, NORCAP is seeking an experienced Climate Peace Security Data Analyst to join Civil Affairs Division of UNMISS in Juba, South Sudan for a one-year assignment with possible extension.
The Data Analyst will be responsible for the following:
• Lead the preparation of data visualizations and infographics for UNMISS leadership in support of senior decision-making processes and ad-hoc demands; reporting to the UN Security Council; build and maintain standard visual templates used in communicating analytical outputs on climate and security.
• In support of the government, develop and implement various analysis, projections and forecasting, spatial and temporal trends, interpolations, intersections etc. of climate security; reporting and quality control capabilities; This includes developing of scripts for deployment on cloud computing platforms (such as Google Earth Engine) and locally.
• Collaborate with UNMISS head of sections, UN Agencies, and relevant government departments to integrate data collection on climate security, improve data collection and data quality; increase efficiency and quality of analytical processes by standardizing and automating data templates;
• Support UN Agencies and relevant government departments in integrating climate security into their data collection, intersectional approach to data, and integrated data analytics for the triple Nexus of Humanitarian, Peace and Development Approach.
• Lead data preparedness by consistently improving UNMISS’s data catalogue and data models using modern data platform and cloud-based tools;
• Identify, analyze, and interpret trends or patterns in data - including spatial data from remote sensing and GIS, using statistical or data science methods, and using open-source software and data to identify relevant features and variables in structured and unstructured sources of data;
• Develop self-service analytic dashboards and data visualizations drawing upon internal and external data sources, using Google Earth Engine Data Catalogue, GIS, Microsoft tools like Azure, Power Query and Power-BI; the use of code repositories such as GitHub or GitLab to store the scripts and results;
• Locate and define new data analysis process improvement opportunities in support of climate-sensitive conflict analysis, cross-pillar decision-making, situational awareness, crisis management, and conflict risk management;
• Develop guidance for political analysis, and analytical techniques for climate-related security risks, using unstructured and structured data – document and communicate practical guidance on applied methods in climate security data analytics such as decomposition, trend, seasonality, correlation, aggregation, change, uncertainty, etc.
• Perform other duties as requested, including on integrated analysis, scenario building, and situational monitoring
Education:
Advanced university degree (Master’s degree or equivalent) in mathematics, applied statistics, data science, applied ecology, behavioral science, environmental sciences or a closely related field. A first-level university degree in these specializations, in combination with qualifying experience, may be accepted in lieu of the advanced university degree.
