Duration: 9 month contract (through Dec 31, 2026)

Location: Kisumu, Kenya

Reports to: Deputy Director, WASH

PSI seeks a Advisor I, Technical Project that will support the design and implementation of technical activities of a project aiming to strengthen water and sanitation utilities in Western Kenya, including engaging with internal and external stakeholders to ensure project deliverables are achieved. May contribute to internal and external capacity building efforts.

What You'll Do

  • Contribute to the development and implementation of utility capacity building and institutional strengthening activities and strategy, by supporting reviews and/or redrafts of utility strategic plans for increased coverage and operational efficiency in water and sanitation service provision, and strengthening utility linkages to local businesses. Lead engagement with utilities, communities and local governments to strengthen partnerships and coordination platforms, and promote delegated management models, market-based approaches and demand-creation strategies to expand coverage in underserved areas. Oversee specific project deliverables to ensure they are completed on time and in accordance with PSI quality standards.

  • Contribute to regular reporting on program activities, including documenting key learnings and guidelines. Support utilities in effectively tracking progress toward expanded access to water and sanitation services as required by Water Services Regulatory Board (WASREB) performance metrics, and in communicating these achievements. Contribute to the timely preparation and submission of project technical reports for management and donors' decision making process. Synthesize lessons learnt documentation and dissemination of best practices.

  • Contribute to development of project technical guidance. Provide technical assistance and/or training to build capacity of partners and stakeholders to effectively deliver desired project results. Lead capacity building and institutional strengthening programs for utilities to improve their Non-Revenue Water (NRW) management and energy efficiency.

  • Undertake regular field monitoring of technical activities to ascertain progress and utilization of resources against the workplan and make timely recommendations for follow-up. Provide inputs to the project's program management team for the development of budgets and budget realignments by project's program management team.

What You'll Bring

  • Bachelor's Degree (or international equivalent) in a related field.
  • Master’s Degree (or international equivalent) in a related field preferred.
  • At least 5 years of relevant experience. Equivalent combination of related education and experience may be substituted.
  • Demonstrate solid technical knowledge in water and sanitation governance, regulatory frameworks and institutional strengthening.
  • Ability to provide technical assistance to project staff and external stakeholders.
  • Ability to implement technical products and tools.
  • Ability to develop and maintain relationships with internal colleagues. Able to work as a member of a team and independently
  • Creative thinker with ability to contribute to technical approach.
  • Demonstrate flexibility and adaptability.
  • Proficiency in Microsoft 365. Familiarity with a quantitative or qualitative data analysis program preferred.
  • Strong interpersonal and communication skills, both verbal and written.
  • Proficiency in English (spoken and written) as well as the language of the applicable country and/or region.
  • Cultural humility and respect.

Salary Ranges:*


PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.

Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.

PSI is offering the following gross annual salary range for this position:


For Kenya (paid in Ksh): Ksh 2,820,000 (minimum) - Ksh 4,700,000 (midpoint) - Ksh 6,110,000 (maximum)

*For applicants applying outside of the US: please note that those hired outside of the US will be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency. Details will be provided during interview process.
