The Senior Advisor, in collaboration with ESCAP staff, will develop a work programme for Mongolia in close collaboration with the country team and the national consultant, and then ensure its timely implementation. The key stakeholders in Mongolia will start this project in April 2026. The work will include the following activities: a) Provide training on the updated CRVS Systems Improvement Framework for both the country team and national consultant (including updating pre-existing training material); b) Together with ESCAP and the national consultant, facilitate the in-country capacity building and consultation workshop; c) The development and validation of process descriptions and process maps; d) The development of key performance indicators (including baseline and target data); e) The identification of potential root causes of data inconsistencies and sub-optimal processes; f) The development and validation of redesigned process maps; and g) The preparation and validation of the final report containing the results and recommendations from the project. Following the development of the work programme, the consultant will be asked to submit a monthly progress report assessing the progress against the work programmes and outline the work provided. The Senior Advisor will update pre-existing training material for the webinars to be delivered to the country team and national consultants.
Duties and Responsibilities
At the Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific held in November 2014, governments in Asia and the Pacific adopted the Ministerial Declaration to “Get Every One in the Picture”, as well as the Regional Action Framework on Civil Registration and Vital Statistics in Asia and the Pacific, and declared the Asian and Pacific Civil Registration and Vital Statistic Decade, 2015-2024 (CRVS Decade), which was extended until 2030 as part of the agreements during the Third Ministerial Conference on CRVS in Asia and the Pacific held in June 2025. The Regional Action Framework outlines goals and targets to support the achievement of the shared vision outlined in the Ministerial Declaration that all people in Asia and the Pacific will benefit from universal and responsive CRVS systems facilitating the realization of their rights and supporting good governance, health and development. In Mongolia, sustained political commitment, investments in digital infrastructure, and close collaboration amongst government stakeholders and with development partners have led to important gains in CRVS system performance. Nevertheless, challenges remain, including inconsistencies across data sources, variable data quality, and operational inefficiencies across the registration and statistical production processes. Addressing these challenges is essential to fully realise the potential of CRVS as a foundation for evidence-based policymaking, social protection, and inclusive development. In parallel, Mongolia has prioritised data-driven governance through initiatives such as the Power of Data programme and national digital transformation strategies. These initiatives underscore the need for high- quality, interoperable, and trusted data systems. Strengthening CRVS is therefore not only a technical requirement but a strategic enabler for social protection, health policy, population planning, and inclusive development. This integrated package of technical support responds to these needs by combining three mutually reinforcing components: Inequality Assessments (IA), Business Process Improvement (BPI) and Data Quality Assessment (DQA) Business Process Improvement (BPI) The business process improvement part of the project will assess and redesign civil registration and vital statistics (CRVS) business processes through a participatory, stakeholder led approach; mapping the full pathway from the occurrence of a vital event to its registration, certification and production of vital statistics. It will be conducted using the CRVS Systems Improvement Framework , an approach designed to help CRVS stakeholders analyse and redesign existing CRVS business processes and the associated operational capabilities to develop strategies and an action plan to improve the performance of the CRVS system, implement a new CRVS software or support integration of existing systems. By conducting a detailed mapping of existing processes and identifying the bottlenecks and performance issues that impede the timely registration of vital events can inform plans for future system improvements. A central focus of the work is to ensure that registration and reporting processes generate timely, accurate, and reliable vital statistics that can effectively support policy development, service delivery, and population monitoring. Reviewing and improving existing processes is particularly important in contexts where CRVS systems are undergoing reform, modernization, or digitalization. This approach has been applied in multiple countries across different regions to support CRVS strengthening efforts. By combining process mapping with institutional and data analysis, it provides a structured and practical foundation for improving system performance, data quality, and long-term sustainability. Guided by the CRVS Systems Improvement Framework, the assessment, analysis and redesign (AAR) of CRVS processes applies a participatory, stakeholder-driven approach to examine how the CRVS system operates in practice and to identify opportunities for improvement by: • Supporting consultations with CRVS stakeholders (including field visits where necessary) to document “as-is” CRVS business processes for birth and death registration, and vital statistics production; • Developing detailed process descriptions and maps, in line with the updated CRVS Systems Improvement Framework; • Supporting CRVS stakeholders to Identify bottlenecks, redundancies, delays, and coordination issues across institutions and administrative levels; • Supporting the organisation and facilitation of BPI consultation workshops to validate findings and discuss process redesign options; • Contribute to the development of redesigned (“as-desired”) business processes, including descriptions and maps, and practical recommendations for CRVS system improvement, in collaboration with relevant stakeholders. To work with Mongolia in conducting their review and analysis of civil registration processes, ESCAP seeks to hire a consultant with expert knowledge and skills in civil registration and vital statistics, as well as experience in giving technical advice to countries on business process improvement.
Qualifications/special skills
A degree from a recognized university in demography, statistics, public health, policy analysis or related fields. A minimum 7 years of work experience on CRVS related issues, including supporting countries strengthening their CRVS systems. Have recognized expertise in the subject of civil registration and vital statistics with experience from the Asia-Pacific region, including expertise with using the CRVS System Improvement Framework in countries.
