Canada became an ASEAN dialogue partner in 1977. In September 2023, ASEAN and Canada announced a Strategic Partnership, which identifies opportunities for collaboration between Canada and ASEAN. Through this Strategic Partnership, Canada is working to further grow ASEAN-Canada cooperation under three pillars: political-security, economic, and socio- cultural.
The establishment of the ASEAN-Canada Plan of Action Trust Fund (ASEAN-Canada Trust Fund) in 2023 represents a significant milestone in Canada’s relations with ASEAN and is a key initiative under Canada’s Indo-Pacific Strategy. Valued at CAD $ 11.7 million (2023-2029), the ASEAN-Canada Trust Fund supports projects that promote cooperation between ASEAN and Canada in mutually agreed priority areas that contribute to closing the development gap between ASEAN Member States (AMS). The ASEAN-Canada Trust Fund will support targeted initiatives, including the provision of technical assistance, services, training, and inclusive economic development activities, to respond to ASEAN’s evolving needs, in alignment with the ASEAN-Canada Plan of Action, as well as ASEAN’s Community Vision 2025, and its Community Vision 2045.
In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political-Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, and supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Project Officer for Energy & Minerals Division, ASEAN Economic Community Department (AECD).
Remuneration and Benefits:
An attractive lump-sum remuneration will be offered commensurate with experience and qualification of the candidate. The successful candidate will initially be contracted for one (1) year, subject to an initial three (3) months’ probation period. Renewal of contract will have to be agreed by the ASEAN Secretariat as the implementing agency as per ASEAN standard procedures.

Reporting to the Assistant Director (ADR)/Head and Senior Officer (SO) of Energy & Minerals Division, the PO shall be responsible to:
1. Provide technical and administrative support to the ASEAN bodies with respect to meetings:
- Assist provide the relevant documents and logistics for the meetings.
- Assist in the rapporteuring works in the meetings.
- Coordinate the follow-up actions and decisions.
2. Provide administrative support with respect to implementation of programmes and projects in the areas of energy and minerals:
- Assist in the formulating, appraising and implementing programmes/projects especially on Driving Decarbonisation for ASEAN Competitiveness: Deploying CCU/S for Industrial Hubs in ASEAN, supported by the Government of Canada.
- Maintain an information system on the overall financial status of projects, including budgets and expenditures forecast.
3. Facilitate the request of the ASEAN Member States.
4. Prepare, compile and maintain data records and documentation of the activities, decisions and initiatives related to the sectors.
5. Provide drafting and research assistance towards the preparation of technical, policy and information papers in order to facilitate the achievement of programmes, projects and activities under the purview of the Division.
6. Provide information for Member States related to meetings or workshops.

- Advance degree in Economics, Management, Engineering or an appropriate related field; or Bachelor’s degree with a minimum two (2) years of relevant work experience in policy, research and other technical roles in the relevant area. Experience in the oil and gas sector, including carbon capture, utilisation and storage (CCUS), will be considered an advantage.
- Demonstrated ability to develop, implement, monitor and review policy and procedures.
- Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.
- Demonstrated commitment to collaborative work practices.
- Proven skills in problem solving in a complex organisational environment and in work planning.
- Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
- Good drafting skills and good command of English, written and spoken.
- Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
