    The assignment consists of providing specialized national technical expertise in renewable energy systems, off-grid solutions, and Productive Use of Energy (PURE) during the Project Preparation Grant (PPG) phase, contributing to the development, validation, and approval of the UNDP-GEF Project Document (ProDoc) for the project “Promoting Productive Use of Renewable Energy for MSMEs and Local Development in the Obock Region”.

    Under the supervision of the International Project Development Specialist (PPG Team Leader), the consultant will support the full project design process by ensuring that proposed energy interventions are technically sound, context-appropriate, cost-effective, and aligned with national energy policies and regulatory frameworks.

    The assignment covers the entire project preparation cycle, including:

    • Conducting technical assessments of the energy sector in the Obock region (demand, infrastructure, solar potential, productive uses);
    • Identifying and designing renewable energy solutions (solar PV, battery storage, hybrid systems) adapted to local needs and MSMEs;
    • Contributing to the development of the Theory of Change, results framework, and technical specifications of the project;
    • Supporting the preparation of cost estimates, budget assumptions, and co-financing strategy for energy components;
    • Providing inputs to implementation models (ESCO-based, private sector-led, or community-based approaches);
    • Ensuring alignment with national policies, standards, and regulatory frameworks;
    • Contributing to environmental and social screening related to energy infrastructure;
    • Participating in stakeholder consultations and validation workshops, and integrating feedback into project documents;

    The consultant will also act as the in-country technical focal point for renewable energy aspects, supporting coordination with national stakeholders, private sector actors, and technical institutions throughout the assignment.
