Project Context and Scope
The ALT Caporalato T.R.E. project aims to prevent and combat the labour exploitation of migrant workers in Italy. Implemented in synergy with the National Labour Inspectorate (NLI), the project seeks to improve the effectiveness of labour inspections, facilitate access to protection mechanisms for potential victims, and promote coordinated interventions among relevant authorities and stakeholders.
The project is funded through the Asylum, Migration and Integration Fund (AMIF) 2021 -2027 and is subject to strict eligibility criteria for legal audit and reporting.
Nature of the consultancy:
The Consultant will be requested to carry out the legal audit to the project “ALT Caporalato T.R.E.” (FAMI / PROG-1167) within the Asylum, Migration and Integration Fund (AMIF) 2021 -2027, to certify the fairness, accuracy and transparency of all relevant processes. It will be required to submit two interim reports to certify the fairness, integrity and transparency of the processes carried out by IOM and the Italian National Labour Inspectorate (NLI). The Legal Auditor shall review all necessary documents originating both from IOM and the National Labour Inspectorate (NLI), proving that the procedures followed to entrust third parties with the implementation of specific project’s activities and to issue the requested reports. It shall also request and provide both IOM and NLI with clarifications on the documentation as needed.
The legal audit certifications in object are needed by both IOM and NLI for the release of funding portions and financing tranches within the deadlines set up by the AMIF Fund. The Service Provider is expected to deliver legal audit reports to certify the compliance of procedures as follows:

Required Qualifications and Experience
Education
Master’s degree in Law;
Professional admitted to the Italian Lawyer Bar (Albo degli Avvocati) since at least 5 years and currently licensed.

For this consultancy, fluency in Italian is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
