Organizational Setting and Reporting Relationship

The position of Audit Specialist is assigned to the Office of the Auditor General (OAG). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Assistant Auditor General and will oversee junior team members.

Your Role

As an Audit Specialist, you will (i) conduct independent and objective audits and advisory services in the areas of treasury, risk management, and operations including both sovereign and non-sovereign operations; (ii) formulate audit strategies, approaches, and recommendations to improve efficiency, effectiveness and internal controls; (iii) monitor the implementation of management actions; and (iv) work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

You will:

  • Deliver medium to large complex audit and advisory engagements, with emphasis on the development of data analytics and technological solutions in treasury, sovereign and nonsovereign operations processes as well as risk management processes, and assume responsibility and accountability for achieving engagement objectives.
  • Help develop risk-based audit plans, conduct interviews, obtain and analyze all relevant information.
  • Develop data analytics and explore application of advanced technology for processes to provide data-driven insights.
  • Help develop findings and recommendations and support the implementation on resulting management actions.
  • Maintain high-quality working papers and audit reports that are accurate, and timely.
  • Monitor, follow-up, and report on the status of implementation of recommendations resulting from audits.
  • Provide advisory services to help improve the effectiveness of internal controls of business processes of clients.
  • Implement automated auditing to operations and risk management areas to strengthen data integrity checks and controls of the operations clients.
  • Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

Qualifications

You will need:

  • A University degree in Business Administration, Finance, Data Science, International Development or related fields, at post-graduate level or its equivalent is preferred.
  • Professional qualification as a Certified Internal Auditor (CIA); Chartered Financial Analyst (CFA); Financial Risk Manager (FRM); or Certified Public Accountant (CPA); or equivalent is preferred.
  • At least 6 years of professional experience and technical competence in auditing, accounting, finance, banking, or development fields.
  • First-hand experience and knowledge of handling various financial risks such as market risk, liquidity risk, credit risk, and the consolidated capital adequacy concept and computation.
  • Hands-on experience developing and implementing automated auditing and advanced technology applications to expand coverage of assurance or advisory services efficiently.
  • Multilateral development bank audit experience is preferred.
  • Experience in auditing risk management, treasury, and credit processing for sovereign and nonsovereign operations is preferred.
  • Demonstrated analytical expertise, prudent judgment, impartiality, and confidentiality.
  • Written and verbal proficiency in English.
  • International experience working in several countries.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
