Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, is leading and supporting the roll out of several programmes on ending violence against women and girls in the region. These programmes fall under the triple mandate of UN Women and provide support at the normative, coordination and operational level to ensure women and girls in the region live a life free from violence.

Under the overall supervision of the Deputy Regional Director and under direct supervision of the Programme Management Support Specialist and as part of a multi-disciplinary EVAWG task force,   the Regional EVAWG Specialist will oversee the development and management of EVAWG programmes, monitoring and reporting of the programme, provide capacity building to Country Offices (CO), establish and strengthen partnerships, and develop relevant knowledge products.

Scope of Work:

Oversee the development and implementation of EVAWG programmes in the region  

  • Lead the development and implementation of regional EVAWG programmes and activities in line with international standards;
  • Strengthen EVAWG programming in development and humanitarian settings, including the development of joint programmes, evidence-based concept notes, proposals, programme documents, and resources and results frameworks;
  • Provide technical support to Country Offices on national EVAWG programming;
  • Coordinate monitoring and reporting for EVAWG in collaboration with programme teams. 

Provide capacity building support to ROAS, COs teams and partners 

  • Provide substantive technical and policy support to ROAS and COs teams in developing and strengthening projects/ programmes to support the implementation of global norms and standards on EVAWG; 
  • Develop, implement and monitor capacity building initiatives; 
  • Provide technical policy advice to programme/ project managers/ specialists in the COs;
  • Coordinate the EVAWG Community of Practice through monthly meetings and knowledge-sharing activities;
  • Provide technical support to partners on implementation of EVAWG.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and 

  • Build and maintain alliances and strategic partnerships for the advancement of EVAWG with UN Agencies, intergo7vernmental bodies, governments, civil society organizations, private sector, media and other relevant stakeholders;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, COs;
  • Ensure coordination with the global UN Women EVAW Unit and other relevant units to strengthen global programmes with context-specific regional support and input and disseminate global guidance to the region;
  • Contribute to regional advocacy activities related to EVAWG, including the 16 Days of Activism against Gender-Based Violence and UNiTE to End Violence against Women Campaign.  

Manage the resource mobilization strategy for ending violence against women in the region  

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on EVAWG in the region;
  • Provide technical support to field-based presences in the region in mobilizing resources for the implementation of EVAWG;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.  

Oversee the development of relevant knowledge products and guidance tools 

  • Provide evidence-based policy recommendations and guidance to strategic planning and positioning on EVAWG;
  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to EVAWG and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and other knowledge products on EVAWG;
  • Identify promising practices, technical expertise, and strategic opportunities in EVAWG;
  • Prepare briefing notes, talking points, background papers, and presentations as requested;
  • Support with any other relevant task. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Qualifications

Education and Certification

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required OR
  • A First-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Experience

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for gender equality and ending violence against women; 
  • Experience in programme, policy analysis, and strategic planning is required;
  • Experience working with governments, donors and civil society organizations internationally and in the field is required;
  • Experience working in the Arab States region is required;
  • Experience coordinating and liaising with government agencies and/or donors is desirable;
  • Experience working in the UN System is desirable.  

Languages

  • Fluency in English and Arabic is required;
  • Knowledge of French is an asset.
