Job Description

Background:

The Surging Women’s Employment Flagship Initiative (SWEI) in the Green, STEM, and Care Economies seeks to increase women’s employment in the Arab States region by 5% by 2030 through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, NGOs, and media. 

This role is central to advancing the EU-funded programme “Support to Women’s Employment in the Middle East and North Africa (MENA) Region through Gender-Responsive Private Sector Development” as part of the broader SWEI initiative.

Reporting to the Director, Surging Women’s Employment in the Green, STEM, and Care Economy, and dotted reporting line to Technical Lead/Program Management Specialist the Administrative and Finance Analyst will provide essential programme, financial, and operational support to the UN Women-EU programme.

The role ensures accurate financial monitoring and reporting, compliance with donor and internal requirements, and oversees travel, procurement, contracts, and event logistics. The Analyst supports & monitors recruitment, contracts and personnel administration of SWEI team , while contributing to programme implementation and results analysis. Additionally, the role assists the Director/Head in developing and monitoring strategic teamwork plans for ROAS and Country Offices, ensuring alignment with key regional priorities.

Key Functions and Accountabilities:

Financial Management and Donor Compliance 

  • Prepare and monitor budgets, expenditures, and financial forecasts;
  • Ensure accurate financial reporting in compliance with EU and other donor requirements;
  • Maintain and update financial records in UN Women systems (e.g., Quantum, UNALL);
  • Support the preparation of financial statements, donor reports, and audit processes Track fund utilization and advise on budget realignments as needed.

Programme and Operational Support 

  • Provide technical administrative and operational support to ensure smooth implementation of programme activities;
  • Assist in the preparation and finalization of work plans, progress reports, and programme documents;
  • Support the Director in the development and monitoring of strategic team-work plans with monthly milestones for ROAS and Country Offices;
  • Monitor adherence to work plans and suggest support measures when needed.

Procurement, Contracts, and Logistics 

  • Facilitate procurement processes, including preparation of RFPs, evaluation of bids, and contract issuance;
  • Manage consultant and service provider contracts, ensuring timely initiation, renewal, and closure;
  • Organize logistics for meetings, workshops, and high-level events, including travel, venue, and participant management;
  • Handle travel arrangements and related financial settlements for programme staff and partners.

Human Resources and Recruitment 

  • Provide administrative, monitoring and logistical support  of recruitment processes by consolidating information and relevant documents such as TORs interview coordination in consultation with HR;
  • Facilitate the administration of project contracts and payments for consultants, collaborate with HR on other related  activities;
  • Maintain internal consultant files, ensuring compliance in accordance with UN Women policies.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:

Education and certification:

  • A master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, finance, administrative support, donor reporting and capacity building is required;
  • Experience in Women’s Economic Empowerment is desirable;
  • Demonstrated financial experience using an ERP financial system is required;
  • Demonstrated experience in providing financial and budget support to programmes/projects is required;
  • Demonstrated knowledge of IPSAS/IFRS is desirable;
  • Experience coordinating and liaising with government agencies and/or donors is desirable.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of another official UN language (French) is desirable.
