National Consultant to Develop Business Model for Sustainability of Violence Against Women and Girls (VAW/G) Case Management for Social Service Workforce

Job Purpose:
VAW/G remains a significant human rights and public health issue in Indonesia. The 2024 National Women’s Life Experience Survey (SPHPN) found that one in four women aged 15–64 in Indonesia has experienced physical and/or sexual violence by a partner or non-partner in their lifetime, underscoring the persistent and widespread nature of VAW/G in the country. The enactment of the Sexual Violence Crimes Law in 2022 further mandates the provision of comprehensive services for women and children survivors of sexual violence at the sub-national level.
The Government of Indonesia has established Technical Service Units for the Protection of Women and Children (UPTD PPA) under the local Offices for Women’s Empowerment and Child Protection (DP3A) to provide integrated services for prevention, response, protection, and recovery of VAW/G survivors. Within this system, social workers and case managers play a critical role in ensuring timely, survivor-centered, and coordinated case management.
UNFPA has been supporting the Ministry of Women’s Empowerment and Child Protection (MoWECP) to strengthen the capacity of UPTD PPA, including through the Women at the Center (WAC) Project, supported by Takeda Pharmaceuticals Ltd. The project has developed and piloted training curricula and certification modules on VAW/G case management for Professional Social Workers, Social Welfare Workers, and Social Volunteers during 2024–2025 in collaboration with MOWECP and the Training Center of the Ministry of Social Affairs.
Sustainability Challenges.
While the above-mentioned efforts have strengthened foundational knowledge for certifying social workers as VAW/G case managers, evidence shows that acquiring a competency certificate alone is insufficient to sustain improvements in service quality. There are at least two sustainability streams that might be required, namely:
(1) Sustaining the availability and accessibility of the VAW/G-case manager competency certification. This stream may include continued availability of the VAW/G case management competency certification and its renewal system; mandatory requirement for UPTD-PPPA case managers to acquire VAW/G case management competency certificate; and intended budget allocation for UPTD-PPPA, e.g., as part of scope of Special Allocation for non-physical infrastructure, as an incentive for their staff to take the VAW/G competency certification, and
(2) Enabling environment at the subnational level to sustain implementation capacity of the certified case managers in service. It may include SOP of the UPTD-PPA for continuous supervision, mentoring, and peer learning to ensure consistent application of case management standards and to support frontline workers managing complex VAW/G cases.
To meet those sustainability measures, UNFPA, therefore, seeks a consultant to develop a Business Model for the sustainability of VAW/G Case Management for Social Service Workforce. This initiative will be, in close coordination with MOWECP and the Ministry of Social Affairs to support the institutionalization and ensure sustainability of qualified VAW/G case management within the UPTD PPA system. It is also in line with the Government’s efforts to standardize UPTD PPA services through a forthcoming ministerial regulation.

The payment for this consultancy is on a deliverable basis with a total of 55 working days during a four-month duration.
During the contract period, the consultant will be responsible for the activities and deliver electronic final outputs by the due date as indicated in the agreed timeframe/contract, upon clearance and acceptance of deliverables by UNFPA below:
31 May 2026 : Draft Report on Business Model for Sustainability of VAW/G Case Management for Social Service Workforce. The draft report is based on initial consultation with UNFPA on the outline/method, and includes an analysis of the business model of two sustainability streams based on consultation with stakeholders:
31 July 2026 : Final Report on:
Monitoring and Progress Control, including reporting requirements, periodicity format, and deadline:
Every two weeks, the Project Management Analyst GBV and Gender Programme Specialist will organize a discussion with the consultant to monitor the progress and review the document.
Supervisory Arrangement:
Under the overall guidance of the Assistant Representative, the consultant will report and be supervised directly by the Gender Programme Specialist and Project Management Analyst GBV in direct coordination with the MOWECP (Assistant Deputy for Governance of Women’s Rights Protection and Integrated Service Strategy), Center for Education, Training, and Professional Development, Ministry of Social Affairs, and quality assurance from the Assistant Representative.

Master’s Degree in Social Welfare Science, Community Development, Psychology, and/or related discipline.
