Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the Women, Peace, and Security (WPS) programme, UN Women plays a key role in providing technical assistance to the UN system, government entities, and women’s organizations to advance peacebuilding efforts in Lebanon. UN Women’s catalytic support to various stakeholders amplifies women’s agency and meaningful participation in conflict prevention and peacebuilding and is situated within the overall strategies and approaches of the UN system in Lebanon and the Women Peace and Security agenda.
UN Women Lebanon Office acts as the country’s Management Entity for the United Nations Women’s Peace and Humanitarian Fund (WPHF), a partnership between the United Nations, Member States, and the civil society, which supports women led and women’s rights organizations working to build peace, protection and provide humanitarian response throughout the world. The WPHF is a flexible and rapid financing mechanism. It supports quality interventions designed to enhance capacities to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities.

The WPHF contributes to the implementation of WPS agenda in Lebanon, which is grounded in United Nations Security Council resolutions beginning with Resolution 1325. Through its funding and partnerships with local women’s organizations, WPHF operationalizes WPS commitments by supporting women’s participation in peacebuilding and decision-making, strengthening protection and rights for women and girls affected by conflict and crisis, and promoting women’s leadership in humanitarian response and recovery processes.

Reporting to the Programme Analyst, the Programme Assistant supports the WPS team in developing, implementing, and communicating programmes in line with UN Women rules and regulations. The Programme Assistant provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.

Scope of Work:

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to UN Women’s implementing partners/responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/projects and support implementation of audit recommendations; and
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.
  • Provide support to the implementation, coordination and monitoring activities, including overseeing grantees’ narrative reporting and work plans.
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Process payment for consultants, as delegated; and
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system.
  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, andmissions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare PowerPoint and other presentations, in collaboration with the Programme team; and
  • Organize and coordinate filing of documents; maintain mailing lists.

2.Provide coordination support for the development of the programme and partners’ materials including communications and advocacy tools:

  • Provide support for the implementation of media, advocacy, and communication activities in line with UN Women corporate and visibility guidelines.
  • Assist in drafting, translating, adapting, and disseminating communication and visibility materials.
  • Provide support in the organization of communication events and coordination of publication processes, including liaising with printers and facilitating clearances.
  • Maintain communication databases, digital assets, and reference materials.
  • Liaise with partners to collect field information and content to support communication products.

3.Facilitation of knowledge building and knowledge sharing:

  • Provide administrative support to the organization of trainings for the office personnel and partners on programme and operations related issues.

4.Provide backstopping support of Security and Safety Activities:

  • Provide administrative and coordination support to security and safety activities in compliance with UNSMS policies and procedures under the guidance of the security focal point.
  • Provide administrative, logistical, and coordination support to security briefings, trainings, and incident-related follow-up, including coordination and documentation in line with UNDSS and UN Security requirements under the guidance of the SFP.

5.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Minimum Qualifications:

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in in business or public administration is desirable.

Experience:

  • At least 5 years (with Secondary Education) or 2 years (with a Bachelor’s degree) of progressively responsible experience in programme support, administration, or communications is required.
  • Experience in drafting and editing communication materials, such as success stories, social media content, newsletters, and visibility materials is desirable.
  • Experience in providing technical, administrative and financial support in project and partner management is desirable.
  • Experience working with the UN system, international NGOs, or donor-funded programmes is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required.
  • Experience in the use of ERP systems, preferably Oracle Cloud, is desirable.
  • Experience in supporting a team is desirable.
  • Experience in security and safety functions, and knowledge of UNSMS requirements is desirable.

Languages:

  • Fluency in English and Arabic is required.
  • Knowledge of French is desirable
