Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, efficient management of financial resources, data and information, as well as outreach and reporting.

Main Purpose

Under the supervision of the Deputy Director General, Head of the Department of Technical Cooperation, the Director leads and coordinates all cross-cutting functions, including the development focused initiatives, relating to operational strategy and policy development, quality management, enhancement of results-based programmes and project management, partnerships and resource mobilization, communication and reporting, data and information management systems and financial monitoring. He/she contributes to the efficiency, effectiveness and relevance of the technical cooperation programme and provides support services to the Office of the Deputy Director General and the Regional Divisions.

Role

The Director is: 1) an adviser to the Deputy Director General on strategic and policy issues and trends impacting the TC programme; 2) a change leader guiding the development and introduction of new approaches, mechanisms, tools and systems, 3) a promoter of cooperation and an advocate for the TC programme, building strategic partnerships and alliances with stakeholders and ensuring that the relevant resource mobilization strategy is further strengthened and that relevant activities are coordinated and implemented in the most efficient and effective manner in line with the results-based approach; 4) a leader providing strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience, and; 5) a manager, acting in accordance with the IAEA's values and ethical standards in making decisions regarding financial, human, information and knowledge resources.

Functions / Key Results Expected

  • In close cooperation with Regional Directors lead and guide the development and promotion of operational strategies and policies and advise the DDG on strategic and policy issues and trends impacting the TC programme. 

  • Oversee and guide the development of approaches, mechanisms, tools and guidelines for the enhancement of the TC operational framework; coordinate and facilitate programme and project monitoring and ensure that evaluation and audit results are used to improve TC programme planning and delivery. 

     

  • Responsible for the overall quality of the TC programme ensuring the enhancement and consistent application of a quality management system and of a results-based approach in all stages of the programme cycle and promote a quality management culture. 

  • Lead, coordinate and prioritize the development and implementation of communication, resource mobilization, partnership and cooperation strategies with international and regional organizations, bilateral and inter-and non-governmental bodies, donors and governing bodies to advance the TC mandate and optimize the application of nuclear applications and technologies for the social and economic development of Member States. 

  • Provide strategic guidance for the overall management of the Technical Cooperation Fund and extrabudgetary resources guiding the development and enhancement of support systems and implementation tools, overseeing the optimal use of financial resources and leading information management and technology initiatives. 

  • Oversee the development and review of existing or innovative approaches to mobilise resources.

  • Promote cooperation with all Departments involved in the TCP; in collaboration with Regional Directors enhance cooperation and mutual understanding between the secretariat and Member States on TCP related matters. 

  • Lead and manage the human and financial resources assigned to the Division in an effective and efficient manner, including supervising and fostering innovation, empowerment staff, and managing performance.

Qualifications, Experience and Language skills

  • Advanced degree in international relations, political science, public administration or a related field. 

    First level University Degree with two additional years of relevant experience may be accepted in lieu of an Advanced University Degree.

  • Minimum of 15 years of relevant experience, in international cooperation with extensive programme and resource management experience, out of which at least five years at the senior management or executive level. 

  • Experience working in an international setting on technical cooperation and development work, including experience in partnership and resource mobilization.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $117953 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 66408*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information

  • Appointment is subject to a satisfactory medical report.
  • Staff members may be assigned to any location.
  • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
