Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the overall supervision of the Head of Resources Management (HoRM) in Ethiopia and direct supervision of the Resources Management Officer; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for managing the resources management functions in the Country Office.
1. Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
2. Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.
3. Extract and input data from various sources in financial or accounting systems.
4. Assist providing guidance in accounting, budget and financial related issues.
5. Assist in the preparation of the payroll by executing validity checks on monthly payroll results.
6. Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized, and all legitimate and sufficient supporting documents are attached therewith.
7. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions as well as assist in reviewing the status and monitoring the proper maintenance of Vendor Accounts in accounting system.
8. Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered.
9. Prepare necessary receipt and journal vouchers
10. Perform bank reconciliations for IOM accounts regularly prior to review by designated stakeholders.
11. Assist in the preparation of budget, accounting, financial, statistical reports, and other reports as required.
12. Provide assistance to all staff services such as travel, expense claims, document retrieval, advance settlement, etc.
13. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards.
14. Responsible for the Petty Cash of the office and other treasury/payment related tasks in the office.
15. Maintain an organized filing system for financial documents, ensuring easy retrieval and compliance with audit and organizational standards.
16. Assist with preparation and submission of VAT refund claims, follow up on outstanding VAT refunds, review rejected claims and maintain an updated VAT tracking systems for logging all submissions, feedback and communication.
17. Perform other related duties as required.
