Organizational Context and Scope

Working with States as primary duty bearers, IOM programs aim at ensuring full respect for the rights of the individual in accordance with the letter and the spirit of relevant bodies of laws to ensure that individuals’ and communities (rights holders)’ exposure to risks of violence9 are reduced and addressed and that their rights are upheld and needs fulfilled. This approach is implemented through operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning – guided by core commitment to protection mainstreaming, accountability, inclusion, sustainability, systemic change and effective partnership. 
The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Migrant Protection caseworker who will operate under direct supervision of the Migrant Protection Officer and overall supervision of Migrant Protection Coordinator. The incumbent will be responsible in ensuring that migrant assistance is delivered safely, and dignified, based on the migrants’ free, prior, and informed consent. The program offers independent, needs-based post-arrival assistance at the request of countries of origin or receiving countries, always with the explicit consent of the migrants.  
 

  1. Supervise the development of data collection tools such as ODK/Kobo forms. 
  2. Assist setting up odk/system user account for the project team in a timely manner.
  3. Supervise the development of user manuals, training materials to be distributed to field teams on best practices.
  4. Support in the training and day to day coaching of staff involved in data entry and data processing, while ensuring compliance to standards of quality and timely information sharing. Provide user support and the system training to the staff on ODK or any other data collection.
  5. Daily management of beneficiary system profiles and project hardware to reflect accurate operational project outputs.As
  6. sist in setting up system hardware and capacity transfer to all field teams.
  7. Assist in verifying and preparing beneficiaries information packages and documentation for administrative purposes, follow procedures for documents internal validation.
  8. Support in ensuring data quality assurance of collected field level data and provide timely feedback to project management and field registration assistants.
  9. Assist with the generation of quantitative reports for internal and external use.
  10. Provide rapid solutions and feedback on technical system features to ensure daily implementation of the project is accurate and on track.
  11. Design & develop system dashboards by writing SQL queries/views/stored procedures.
  12. Develop & implement a proper backup/restore mechanism
  13. Perform such other duties as may be required.

Required Qualifications and Experience

Education

  • Master’s degree in Social Sciences, International Relations/Affairs, Research, Law or a related field from an accredited academic institution with two years of relevant professional experience;
  • Bachelor’s degree in the above fields with four years of relevant professional experience.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in protection case management (including for survivors GBV and human trafficking, children at risk) in humanitarian or migration contexts.
  • Experience working with vulnerable persons, ideally including returnees or deported migrants, who have complex needs.
  • Experience with referrals and coordination with local protection actors, NGOs, or government services.
  • Experience working in programs that include a movement operations component is an advantage.
  • Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration programs, is preferred. 

Skills

  • Knowledge of IOM and Inter-agency protection standards and operational guidelines, including IOM Case Management Guidelines. Knowledge of human rights and international migration law is an asset.
  • Knowledge of MiMOSA is a strong asset.
  • Strong interpersonal skills, ability to interact respectfully with migrants with trauma or complex needs, and proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • Strong interpersonal and teamwork skills.
  • Ability to deliver assistance in challenging conditions; adaptability and good judgment.
  • Good written and verbal communication skills; ability to prepare case notes and reports.
  •  Proficiency in MS Office (Word, Excel), tools used for case management.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in French and English is required (oral and written)
