• Lead end-to-end planning, execution, and governance of enterprise low-code platform deployments and OutSystems application projects. • Leading and mentoring a team of developers, providing technical guidance, conducting code reviews, and fostering a culture of continuous improvement. • Define project scope, objectives, timelines, and deliverables aligned with business priorities and enterprise architecture standards. • Oversee risk management, compliance, and quality assurance throughout the project lifecycle. • Communicate technical decisions and trade-offs clearly to stakeholders and leadership, ensuring alignment with business objectives. • Strategic thinking and ability to balance technical feasibility with business value. • Quickly learn new technical and domain knowledge to adjust product strategies and effectively address changing stakeholder needs. • Design and implement document‑centric and agent‑enabled AI capabilities including intelligent data extraction, classification, summarization, policy and compliance validation embedded within OutSystems‑based solutions. • Apply Responsible AI practices aligned with enterprise frameworks, covering privacy, data loss prevention (DLP), data residency, model risk documentation, and human oversight. • Create reusable components, templates, and accelerators to streamline development. • Implement governance frameworks for platform usage, ALM, and development guardrails. • Actively participate in SAFe ceremonies (PI Planning, sprint planning, system demos, retrospectives) to ensure technical alignment and delivery transparency. • Track progress, manage risks, and ensure on-time, on-budget delivery. • A comprehensive design document outlining system components, integration points, data flows, and alignment with enterprise standards. • Delivery of a clean, maintainable, and well-documented codebase that adheres to organizational coding standards and includes automated testing coverage. • Monitor project progress, identify risks, and implement mitigation strategies. • Integration strategies and reference architecture. • Progress reports, KPIs, and risk assessments. • Active participation in SAFe ceremonies. • Facilitate sprint planning, stand-ups, and retrospectives in agile environments.Do you want to build a career that is truly worthwhile? It provides integrated, efficient tools that enable borrowers and staff to ensure compliance with fiduciary requirements, financial audits, and environmental and social safeguards.The Information and Technology Solutions Fiduciary Operations unit (ITSFD) is seeking an experienced Technical Lead to lead enterprise-scale low-code platform deployments and manage OutSystems application delivery across the World Bank’s fiduciary domains. This role combines program leadership, technical governance, and agile execution to ensure successful adoption of OutSystems and delivery of mission-critical applications at scale.The ideal candidate will have a strong background in enterprise implementation of solutions using OutSystems, integration strategies, and agile product delivery, with proven experience managing complex, multi-stakeholder projects in global organizations.Responsibilities • Provide technical leadership and direction across all phases of the solution lifecycle, ensuring alignment with enterprise architecture, security, and compliance standards.• In-depth knowledge of the OutSystems including its visual development environment, architecture canvas, modular design principles, and best practices for building scalable and maintainable applications. • Designing robust and scalable technical architectures for OutSystems solutions, translating business requirements into technical specifications, and ensuring adherence to architectural best practices.• Manage stakeholder engagement across business, IT, and vendor teams; ensure alignment with fiduciary and operational requirements.• Diagnosing and resolving production issues, optimizing application performance, and implementing effective debugging strategies.• Promote best practices in low-code development, DevSecOps, and integration patterns.• Foster a culture of technical excellence and continuous improvement across teams.• Ability to embed Generative AI (GenAI) capabilities into OutSystems applications, including REST based integration with enterprise AI services (e.g., Azure OpenAI, Google Gemini), with proper grounding, safety filters, and fallback mechanisms. • Implemented AI evaluation and quality controls, including test sets, guardrails, toxicity/bias checks, and production telemetry for latency, error rates, and cost governance. • Leverag LCAP platform AI capabilities (e.g., built in AI assistants, connectors, and reusable components) to improve developer productivity and standardize AI building blocks.• Drive integration with enterprise systems (e.g., SAP, ServiceNow, Azure AD, data platforms) ensuring compliance with security and data residency policies.Product Development & Agile Execution• Coordinate with architects and developers to ensure secure, scalable, and maintainable solutions.• Work closely with business analysts, product owners, and solution architects to translate business requirements into technical solutions.• Track KPIs and business outcomes to measure value realization and inform roadmap evolution• Facilitate discussions to align technical decisions with business objectives.The OutSystems Technical Lead key deliverables include:• Provide technical direction and oversight across all phases of the project lifecycle.• A phased execution plan detailing development milestone, resource allocation, timelines, and risk mitigation strategies.• Regular reporting on development progress, code quality metrics, issue tracking, and resolution status to stakeholders and Product manager.• Deployment plans and governance frameworks for low-code platforms.• Training materials and adoption toolkits.• Documentation for LCAP solutions and platform standards.• Ensure adherence to budget, scope, and quality standards.• Report project status and outcomes to leadership and stakeholders.
Selection Criteria
• 4 years of hands-on development using OutSystems, including building web and mobile applications, integrating with external systems via APIs (REST/SOAP), and handling data modeling and SQL. • Proven track record managing enterprise-scale deployments and application delivery using OutSystems. • Experience with ALM/DevOps for OutSystems low-code and pro-code environments (Azure DevOps, GitHub, IaC). • OutSystems certifications are strongly preferred. • Demonstrated experience embedding GenAI/ML into apps and ability to integrate with Azure OpenAI and Google Gemini at minimum, including safe prompting, grounding, and fallbacks. • Knowledge of enterprise integration with platforms commonly used in IFIs or large enterprises (e.g., SAP S/4HANA, ServiceNow, M365/Azure, Snowflake/Databricks).• A master’s degree in computer science, engineering or a related technical field with at least 5 years of relevant experience, or a bachelor’s degree with a minimum of 7 years of project management experience. • 4+ years of experience in IT project management in low-code platform delivery• Strong understanding of integration architectures (APIs, event-driven patterns), identity management, and data governance.• Provide technical leadership with advanced expertise in OutSystems, owning application and platform architecture, environment configuration, and extensibility via shared services and reusable components.• Excellent communication, stakeholder management, and leadership skills in a global, matrixed environment.• Proven track record implementing secure-by-design solutions aligned with enterprise standards (OWASP, NIST, Zero Trust), including secrets management and API security.
