What we are looking for

NRC is looking for a Finance Manager to join the Moldova mission. The role holder will oversee the financial setup and support programme/project implementation. The position holder will ensure that NRC Moldova is well positioned to respond to current and future needs while ensuring capacity building of Finance teams and budget holders across the entire country.

What you will do

  • Country standard financial systems establishment and maintenance.
  • Financial Handbook, donor and legislation requirements adherence.
  • Budget control and cashflow monitoring.
  • Financial advice and support to budget holders, and programmes and support functions.
  • Line management and training staff with financial responsibilities.
  • Report and analysis provision.

What you will bring

  • Senior financial management experience in a humanitarian/recovery context.
  • Financial systems and structures development experience. 
  • Start-up, exit, or emergency response exposure.
  • Complex and volatile context exposure, working with displacement affected people.
  • English, Romanian, and Russian fluency, both written and verbal.

What makes this position attractive?

  • There have been nearly one million border crossings of displaced persons from Ukraine into Moldova since February 2022, with official figures reporting over 135,000 displaced persons from Ukraine remaining in country as of October 2025, and it hosts one of the highest number of refugees per capita in Europe, alongside approximately 10,000 Third Country Nationals. Most displaced persons are women, children or older people, and a third are under the age of 18. Often considered one of Europe’s poorest economies, Moldova experienced record-high inflation in 2022.
  • NRC was registered in Moldova in April 2022, with a country office in Chișinău and operations in multiple regions across the country.
  • NRC implements both directly and through partners. Our approach prioritises a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses of Information, Counselling, and Legal Assistance; Shelter and Settlements; Protection from Violence; and Education programming.
  • As part of the localisation priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors, encourages cohesive coordination for addressing humanitarian needs, and creates opportunities/pathways for sustainability of initiatives and organisations.

What we offer

  • Chisinau, Moldova duty station.
  • 12-month contract (with the possibility of extension, based on funding, requirements, and performance).
  • 5% travel, approximately.
  • Grade 9 in NRC’s International Salary Scale, with accompanying terms and conditions. NRC offers a competitive compensation and benefits package.
