Under the overall supervision of the Chief of Mission (CoM) and Budget and Compliance Officer, and the direct supervision of National Senior Finance Officer and in closed coordination with the Chief RMU; the Senior Budget and Reporting Associate will be responsible and accountable for contributing to and coordinating budgeting, financial project monitoring and reporting processes in accordance with Donors’ requirements and IOM Financial Regulation and Policies.
1. Contribute to the development and revision of IOM budget plans by coordinating budgeting processes, and checking compliance with IOM standards, budget and programming policies and procedures.
2. Provide technical support to the field offices, project staff and partners throughout the project cycle to promote compliance with IOM's administrative/financial policies and procedures and any donor-specific requirements; deliver guidance, training and consultation on matters related to IOM financial issues to strengthen effectiveness.
3. Analyse the disbursement of project funds against the available portfolio of the Mission; make recommendations for adjustments and allocation between programmes and projects. Process accounting adjustments when required in full compliance with IOM Financial Management Rules and Procedures (FMRP) and internal instructions;
4. Contribute to financial forecasting during project implementation phases and monitor all project commitments.
5. Prepare and review donor financial reports in accordance with IOM regulations and procedures.
6. Maintain the financial reporting system to support timely provision of information to relevant units within IOM, in close coordination with National Senior Finance Officer & Budget and Compliance Officer.
7. Contribute to the facilitation of internal and external project audits.
8. Perform such other duties as may be assigned.
EDUCATION
Bachelor’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with five years of relevant professional experience; or
High school diploma with seven years of relevant professional experience.
EXPERIENCE
Experience in IOM/UN administrative and financial management, budget monitoring, cash management and internal control procedures;
Experience in the usage of office software packages (MS Word, Excel, etc.) and strong knowledge of spreadsheet and data analysis;
Experience supporting the development and implementation of administrative control procedures.
SKILLS
Knowledge of UN and bilateral donor programming;
Knowledge of financial rules and regulations;
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
Knowledge of International Public Sector Accounting Standards (IPSAS).
Languages
For this position, fluency in English and Ukrainian is required.
