Job Summary
The Change Management Officer (Upskilling) leads and coordinates the Fund’s digital upskilling and adoption initiatives, with a strong emphasis on artificial intelligence (AI) and emerging technologies. The role is responsible for designing and delivering institution‑wide upskilling strategies that enable IMF staff to confidently adopt new technologies and translate them into measurable productivity and quality gains.
Positioned within the Digital Adoption & Change Management Unit of the Information Technology Department (ITDAI DC) and reports directly to the Unit Chief. The role works closely with ITD technical teams and business departments to ensure learning is role‑based, practical, and tightly aligned with the Fund’s digital transformation priorities.
Main Duties and Responsibilities
Lead Digital and AI Upskilling Programs
Design and lead the Fund‑wide digital upskilling initiatives, with AI as a core pillar, aligned with ITD and institutional priorities.
Translate emerging technology trends (especially AI) into practical learning pathways tailored to staff roles and business needs.
Ensure upskilling initiatives directly support adoption of IMF ‑approved tools and platforms, including AI‑enabled solutions.
Deliver High Impact Learning Programs
Lead the design and delivery of scalable learning programs, including workshops, peer‑learning initiatives, hands‑on labs, and executive briefings.
Drive role-based, scenario‑ driven learning that goes beyond tools to focus on how technology changes day‑-to‑-‑day work.
Partner with external providers (e.g., technology firms, academic institutions) to deliver best-in‑-‑class AI upskilling experiences.
Coordinate Digital Adoption Initiatives
Act as the central coordinator for digital adoption initiatives under the DAC Unit, ensuring coherence across training, communications, and engagement activities.
Work closely with change management and communications colleagues to ensure learning is embedded into broader adoption journeys.
Support departments in planning and executing adoption activities tied to new digital and AI capabilities.
Measure Impact and Drive Continuous Improvement
Define and track adoption and upskilling metrics to assess effectiveness, behavioral change, and value realization.
Use data and feedback to continuously refine learning approaches and scale what works.
Contribute to dashboards and reporting for management on digital adoption and upskilling outcomes.
Minimum Requirements
Advanced university degree in Learning & Development, Education Technology, Computer Science, Information Systems or related field of study or equivalent, plus a minimum of 4 years of relevant professional experience; or a bachelor’s degree in computer science or a related field of study plus a minimum of 10 years of relevant professional experience is required.
Additionally, below qualifications are required for this role:
Certifications in AI, instructional design, or change management (e.g., Prosci ADKAR) preferred.
Demonstrated experience leading AI upskilling or large‑scale digital learning programs in complex organizations.
Strong understanding of AI concepts and their practical application in knowledge‑based work.
Proven ability to translate complex technologies into accessible, role‑relevant learning experiences.
Experience working across multidisciplinary teams and engaging senior stakeholders.
Familiarity with Microsoft 365, Copilot, AI agents, or comparable enterprise digital platforms.
Background in change management, digital adoption, or organizational learning.
Experience in international organizations, public sector, or similarly complex institutional environments is preferred.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment.
