Job Description

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient, and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO Country Offices, which are headed by an FAO Representative and work to implement the corporate Strategic Framework at the country level, provide policy advice and technical assistance to countries to develop policies, programmes, and projects aimed at achieving food security, reducing hunger and malnutrition, and promoting sustainable agricultural sector development.
The FAO Representation in Bangladesh (FAOBD) is supporting the Ministry of Agriculture (MoA) to integrate climate adaptation priorities of the Bangladesh Delta Plan 2100 (BDP-2100) into the agricultural sector. The initiative aims to strengthen resilience, align policies, and promote sustainable practices for long-term food security. The specific objectives are to: 

•     Assess climate change impacts and conduct scenario analysis for agriculture. 
•     Align agricultural policies and regulatory frameworks with BDP-2100. 
•     Develop guidelines for climate-smart farming and efficient irrigation. 
•     Design monitoring frameworks and KPIs to track implementation. 

The National Policy Expert will integrate climate adaptation into agriculture under the Delta Plan 2100 by coordinating data analysis, scenario assessments, and policy reviews.

Reporting Lines

The National Policy Expert is a SC 10 position. The incumbent will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Assistant FAO Representative (Programme), in collaboration with National Programme Specialist and Programme Team of FAO Bangladesh.

Technical Focus

The technical focus of the position is to integrate climate adaptation into Bangladesh’s agriculture through the Delta Plan 2100. It entails scenario analysis, policy alignment, and development of climate-smart guidelines. The role further covers monitoring frameworks, , and capacity building to ensure inclusive, resilient, and sustainable agricultural development.

Tasks and responsibilities

•     Support to organize stakeholder consultation workshops to establish a shared understanding of the project's objectives, scope, and deliverables of the project. 
•     Study how climate change affects Bangladesh’s agriculture (floods, droughts, salinity, etc.) and link it to the Bangladesh Delta Plan 2100 (BDP 2100). 
•     Collect and analyze agricultural and climate data in consideration of the scope of BDP 2100 and development of report on the analysis. 
•     Conduct scenario analysis considering various agro-climatic condition of Bangladesh based on available data, and validate future projections analytical reports.
•     Reviewing and analyzing climate related policy, regulatory, and incentive frameworks of relevance to the project and associated innovations/technologies/approaches for sustainable land management and resilient livelihoods and proposing strategies for their strengthening. 
•     Align national agricultural policies with Bangladesh Delta Plan 2100 (BDP 2100) to ensure long-term food security and climate adaptation. 
•     Identify key performance indicators (KPIs) for monitoring agricultural projects. 
•     Develop data collection and analysis tools for monitoring KPIs and Action Plan. 
•     Performs other relevant duties as required and assigned by FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements 
  
•     Advanced University degree or equivalent in Development Economics, Agricultural Economics, Agricultural Sciences or closely related field 
•     10 years’ experience in policy analysis related to food security and agriculture 
•     Working knowledge of English (level C); 
•     National of Bangladesh;

Technical/Functional Skills

•     Expertise in analyzing climate change impacts on agriculture and aligning strategies with Bangladesh Delta Plan 2100. 
•     Strong skills in agricultural data collection, scenario modelling, and policy analysis for climate-resilient planning. 
•     Proven ability to organize and facilitate multi-stakeholder workshops, consultations, and validation sessions. 
•     Experience in developing monitoring frameworks, KPIs, and tools for agricultural project evaluation. 
•     Competence in preparing high-quality technical reports, guidelines, and knowledge products. 
•     Skilled in capacity building, stakeholder coordination, and fostering partnerships across government, and development partners. 
•     Familiarity with food security issues, policies, the planning and monitoring context of Bangladesh and related institutional setting 
•     Ability to write and express technical concepts clearly and concisely
