POSITION SUMMARY

The Investment Lead is responsible for leading and managing GGGI’s investment and sustainable finance programming in Indonesia. The Investment Lead will hold significant subject matter expertise, excellent management capacity, including project and people management, and demonstrate leadership in behavior and performance. The position-holder sets the strategic direction of GGGI’s investment programming in Indonesia, in coordination with other senior colleagues, and ensures results and impact are delivered as planned.

The position holder works closely with different directorates across Directorate Generals in the Ministry of Finance, Ministry of Creative Economy, Ministry of National Development Planning (Bappenas), Ministry of Forestry, Ministry of Environment, provincial governments, state-owned agencies, financing institutions including a range of banks and asset managers, and private sector to mobilize investment for Indonesia’s green transition. The position holder will work closely with key partners such as the UK’s FCDO, Green Climate Fund and Korean Development Bank to advance an ambitious and dynamic portfolio covering green infrastructure investment, a range of sustainable financial instruments such as green sukuks and carbon transactions, climate finance, nature finance and climate entrepreneurship in alignment with the strategic direction of GGGI and Government of Indonesia’s (GOI) agreed priorities. The Investment Lead manages GGGI Indonesia’s Investment Unit and team, coordinating with a range of internal stakeholders, including at GGGI Headquarters. The role reports to GGGI Asia’s Regional Investment Lead and GGGI Indonesia’s Deputy Country Representative.

PURPOSE

The Investment Lead is responsible for leading and managing GGGI’s investment and sustainable finance programming and Investment Unit in Indonesia.

  • Act as GGGI’s most senior investment sector expert in Indonesia, providing high-quality technical and expert advisory to partners and project teams to support the ongoing growth of the sustainable investment and finance sector in Indonesia.
  • Lead the strategic positioning and growth of GGGI's sustainable investment and finance programming and ensure its ongoing alignment with GOI’s priorities and the priorities and expectations of GGGI resource partners and key stakeholders.
  • Provide strategic leadership on blended finance, private sector mobilization and innovative financing instruments (including guarantees, concessional capital, capital market instruments and thematic bonds) to crowd-in private investment and accelerate implementation of priority green projects in Indonesia.
  • Provide senior technical leadership and hands-on support to Project Managers in the development and structuring of bankable investment pipelines across priority sectors (energy transition, sustainable landscapes, waste and circular economy, water, cities and transport), ensuring financial viability, investor readiness and scalability of projects.
  • Provide senior technical leadership on climate and sustainable finance architecture, including alignment with international climate finance mechanisms and platforms (e.g. GCF, MDBs and bilateral facilities), and support government counterparts in strengthening enabling frameworks for investment mobilization.
  • Provide excellence in management functions of the Investment Unit, including delegation, planning, quality control, team and people management, financial management and planning, and overall compliance of GGGI’s Investment Unit activities and portfolio with GGGI’s internal policies and procedures.
  • Ensure excellence in project management across the Investment Unit’s project managers and teams, and alignment and compliance of the Unit’s project management activities with GGGI’s global project management practices and platforms.
  • Build, support and lead an Investment Unit team of high-quality, high-performing colleagues, in alignment with GGGI’s core values and principles.
  • Lead portfolio level investment work-planning, ensuring that resources are aligned with portfolio needs, and challenges and bottlenecks to portfolio delivery are identified, management and minimized.
  • Ensure timely execution and implementation of GGGI’s sustainable investment workplans, oversee relevant budgets and conduct project monitoring and evaluation for activities in coordination with relevant colleagues.
  • Identify, assess and structure new and emerging opportunities within the sustainable investment sector in Indonesia for GGGI program development and propose and develop relevant projects and activities
  • Ensure the Investment Unit undertakes high-quality monitoring and evaluation, learns from key lessons, and exhibits a culture of adaptation and learning in all areas for constant improvement.

ENGAGEMENT

[In-country engagement]

  • Act as GGGI’s senior focal point and lead in-country expert on topics related sustainable investment and finance in Indonesia
  • Provide high-quality advisory to the GGGI Indonesia team, government counterparts and partners and facilitate dialogue, collaboration and partnership between these stakeholders
  • Cultivate, invest in and maintain active professional relationships with government partners, resource partners, private sector and other key stakeholders to capture and integrate their changing needs and manage expectations
  • Actively engage and build relationships with multi-lateral and bilateral partners, banks, financing institutions, asset managers, investment managers and others in the sector in Indonesia and Asia in collaboration with the Asia Regional Investment Lead, in order to support delivery of GGGI’s current portfolio of projects, as well as explore new areas for partnership development and resource mobilization.
  • Lead strategic engagement with financial institutions, investors and project developers to originate and structure transactions, support deal flow development, and facilitate partnerships between public and private stakeholders.
  • Support government counterparts in engaging with the private sector and financiers, including facilitation of investment roundtables, investor dialogues and market-sounding activities.

  • Collaborate, establish partnerships and build a strong network with national and international profit and non-profit organizations to collaborate in the development and promotion of sustainable investment in Indonesia
  • Promote GGGI Indonesia’s investment and sustainable finance programing and GGGI's global efforts with the donor community, private sector, civil society organizations, and other stakeholders
  • Represent GGGI Indonesia as a senior investment and climate finance thought leader in national, regional and international forums, conferences and policy dialogues.
  • Increase the visibility and strategic positioning of GGGI Indonesia’s sustainable investment and finance portfolio through investor-focused communications, deal showcases, market engagement events and thought leadership, to attract financiers, asset managers and private sector partners.

[Internal engagement]

  • Cultivate, support and manage GGGI Indonesia’s Investment Unit and team, ensuring excellence in people management, talent retention and cultivation, providing high quality supervision, delegation and planning.
  • Provide mentoring and technical capacity building to investment and cross-cutting Indonesia project teams on financial modelling, project structuring, risk allocation, bankability assessment and investor engagement.
  • Provide internal advisory and quality assurance to GGGI Indonesia project teams and technical units on investment mobilization strategies, including realistic investment mobilization targets, pathways to financial close, and the sequencing of technical assistance and policy interventions required to unlock private and public investment.
  • Collaborate with other GGGI country teams, units, and divisions, and across GGGI Indonesia’s provincial teams, on identified joint activity opportunities to ensure knowledge exchange and integrated delivery as “One GGGI”
  • Act as a focal point for different GGGI to advise on sustainable investment and finance projects, programs, and initiatives that align with GOI priorities and could be taken up for development.
  • Advise GGGI on opportunities for engagement in the sustainable investment sector, demonstrating effective adaptation of the GGGI approach.

DELIVERY
  • Lead the strategic, managerial, and technical elements of GGGI’s sustainable investment and finance programming in Indonesia in order to build, grow and strengthen this area of the GGGI country office’s work
  • Lead the conceptualization, preparation and development of new project and program proposals for resource partners and government counterparts, engaging in co-creation of and co-structuring of opportunities to ensure the development and approval of high-quality, high-integrity and ambitious projects in the investment and sustainable finance sector.
  • Align closely with GOI priorities when implementing sustainable investment activities, recognizing the importance of government buy-in and ownership in the implementation of GGGI programs
  • Provide project and policy inputs for GGGI projects across the GGGI member countries focused on mainstreaming renewable investment and investment efficiency into investment plans at national and subnational levels.
  • Actively participate in GGGI Indonesia’s country program level activities, as a member of GGGI Indonesia’s senior (management) team, and ensure collaboration and compliance of the Investment Unit with new initiatives and directives adopted at the country level, regional (Asia) level or within GGGI globally.

REQUIREMENTS
QUALIFICATIONS
  • An advanced (masters or PhD) degree in finance, business administration, engineering, mathematics, sustainable finance and/or related subjects.
  • Preferably ten (10) years of progressively responsible professional experience in investment, project finance, climate and sustainable finance, infrastructure finance or related fields, with demonstrated hands-on experience in mobilizing private sector capital and structuring investment solutions for infrastructure and climate-related projects such as renewable energy, water, waste, climate smart agriculture, etc.
  • Strong network with key national stakeholders in Indonesia and proven experience on directly working with government institutions at national and subnational levels
  • Strong management expertise, with preferably minimum five years of management of diverse and multi-cultural teams
  • Strong project management experience, with demonstrated track record delivering investment projects in either policy, investment facilitation, infrastructure or other settings
  • Strong technical expertise in the sustainable investment and finance sector of Indonesia, with strong technical knowledge of relevant policy and regulatory frameworks, and demonstrated technical knowledge of key financial instruments and mechanisms as carbon markets and credits, thematic bonds, debt instruments, climate funds and finance, equity instruments and other funds, project and infrastructure finance etc.
  • Strong preference will be given to candidates with direct transaction or investment structuring experience in the private sector, complemented by experience in international or development organizations and familiarity with climate and sustainable finance frameworks.
  • Additional experience in one or more of the following areas is considered an asset: fund or facility structuring, design of financial instruments, transaction advisory, carbon markets and credits, thematic bonds or other capital market instruments, climate funds or equity and investment funds.
  • Fluency in written and spoken English is required.

WORKING CONDITIONS
  • This position is an X10 grade level in GGGI’s national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

INTRODUCTION

Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (Bappenas), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment, Ministry of Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others. GGGI’s operations are guided and overseen by a Steering Committee comprised of government partners and other stakeholders under the auspices of the Bappenas.
